Chair Chaffee presented a resolution recognizing March 1-7, 2026 as "Weights and Measures Week"

 

II. CEO & BOARD COMMENTS

 

BOARD COMMENTS:

 

Supervisor Nguyen - Oral re: Thanked the Chair, County Executive Officer and Doug Becht and his staff from Office of Care Coordination for their contributions during a recent senior officials meeting; visit from HUD officials to Orange County which was prompted by her trip to Washington, D.C.; U.S. Department of Housing and Urban Development (HUD) visit included a tour of the OC Rescue Commission homeless shelter in Tustin and officials encouraged the County to apply for upcoming funding related to homelessness; acknowledged previous efforts to clear encampments and help homeless individuals in the county; commended Doug Becht and his team, along with over a thousand volunteers, for participating in the recent Point-In-Time count of homeless individuals; count revealed an increase of 37% in homelessness from 2022 to 2024, underlining the importance of data for assessing the effectiveness of programs; participated in local outreach efforts in Fountain Valley to better understand the homelessness situation; acknowledged her staff's work during Lunar New Year celebrations, including participation in parades and events, even in challenging weather conditions; emphasized the ongoing commitment to addressing homelessness and encourages collaborative efforts moving forward

 

Vice Chair Foley - Oral Re: Invited everyone to the San Juan Creek Flood Channel Town Hall on March 2 at 6pm to discuss the County's San Juan and Trabuco Creeks maintenance plans with OC Agricultural Commissioner, OC Public Works team and Health Care Agency; acknowledged efforts by OC Public Works and the agricultural commissioner regarding community concerns about herbicide use in flood channels; assured glyphosate has not been used in the Trabuco or San Juan Creek channels since January 2025, following a compliance investigation triggered by community complaints and that the county is permitted to use only state and EPA-approved herbicides for vegetation management to prevent flooding; contact numbers for U.S. citizens needing assistance while in Mexico were shared; noted this year’s Lunar New Year celebrations in Orange County have been particularly vibrant and well-attended, and thanked Supervisor Nguyen for the 6th Floor decorations and treats shared during a recent lunch meeting

 

Supervisor Sarmiento - Oral Re: Thanked partners, including Principal Ruben Cales and the Board of Trustees at Anaheim High School, for hosting a successful health and wellness resource fair; WARM program provides motel stays for families during inclement weather and partners with five local school districts to support families in need during cold nights and rainy weather; recent audit report from CalOptima which focused on expenditures and aimed to investigate potential undue influence during the tenure of former Supervisor Andrew Do concluded finding no evidence of fraud or undue influence; praised the Board's initiative to conduct the audit for transparency and mentioned improvements already undertaken, such as strengthening grant management policies and updating conflict of interest policies; broader role of CalOptima in addressing not just medical care but also housing, street medicine for the homeless, and combating substance abuse by distributing Narcan and highlighted investments in food security through partnerships with organizations like Second Harvest; acknowledged the ongoing need for compliance training and improvements in oversight for public funds, and the Board's commitment to transparency, accountability, and effective governance in public health initiatives

 

Chair Chaffee - Oral Re: Appreciated Supervisor Nguyen for setting up meeting with U.S. Department of Housing and Urban Development (HUD) noting face-to-face interactions enhance understanding and collaboration on various applications; participated in weddings at the County Clerk-Recorder's office on Valentine's Day, marking the eighth consecutive year officiating weddings; Elder Fraud Prevention event will be held on February 26 at 12pm which aims to inform elderly individuals about scams and how to protect themselves; Kids Fishing Derby to be held on March 14 from 8am to 11am at Carbon Canyon Regional and the Orange County Employees Association will provide hotdogs

 

COUNTY EXECUTIVE OFFICER COMMENTS:

 

Michelle Aguirre - Oral Re: Impactful meeting with U.S. Department of Housing and Urban Development (HUD) on February 20, noting the significance of discussing the clearing of the riverbed and interaction with graduates from the OC Rescue Mission present at the riverbed; acknowledged CEO Government Affairs and Communications team for organizing OC Careers photo shoot at Craig Regional Park in Fullerton; kudos to Probation Officers Michael Castillo, Colleen Byrne, Francisco Frias, and Jorge Castanon for their professionalism and commitment to the OC Cares initiative and thanked Project Kinship for their involvement; thanked OC Parks team for their efforts in preparing the park following stormy weather; commended Park Ranger James Kim, Park Ranger Jason Author, and maintenance team members Thomas Chavez, Cesar Alvarez, and Enrique Roscoe for their hard work in cleaning up debris, restoring access, and repainting the handball court prior to the photo shoot

Paul Hyek - Oral re: Need new shelter operators to allow walk-in/walk-out and hire homeless to help run the shelters; prioritize getting homeless individuals off the streets and into shelters; was an advocate for a homeless shelter in Anaheim back in 2017; expressed dissatisfaction with the management of shelters, particularly the involvement of a foreign company in running a shelter in Santa Ana, and pointing out the use of Hawaiian security; get rid of Mercy House
