RECOMMENDED
ACTION(S):
Authorize the Airport Director of
John Wayne Airport or designee to execute contracts for Airport
Architect-Engineer (A-E) Services, effective December 16, 2025, through
December 15, 2028, in an amount not to exceed $5,000,000 each, for an aggregate
total amount not to exceed $20,000,000, with the following firms:
a. Kimley-Horn and Associates, Inc.
b. AECOM Technical Services, Inc.
c. HNTB Corporation
d. WSP USA, Inc.
SUMMARY:
Approval of the contracts for
Airport Architect-Engineer (A-E) Services will provide John Wayne Airport the
ability to access specialized design/engineering services needed in support of
completing various non-capital and capital improvement projects. This includes
emergency and unanticipated projects, as well as facility condition assessments
and technical feasibility studies/evaluations for current ongoing and future
airport business needs.
BACKGROUND
INFORMATION:
Airport Architect-Engineer (A-E)
Services (Services) provide specialized design/engineering services used to
assist John Wayne Airport’s (JWA) staff with emergency, non-capital and capital
improvement projects. Services also include facility condition assessments and
technical feasibility studies/evaluations. Many of the planned projects are
time-sensitive due to aging facilities requiring repair and rehabilitation.
Other projects are driven by safety, security, Government Code, or regulatory
permitting requirements. Assessments and technical studies provided through
these contracts support the development and planning of Airport projects. The
approval of these contracts will ensure uninterrupted operational facilities
and reliable performance of essential systems at JWA.
JWA issued a Request for
Qualifications (RFQ) to establish a Qualified Vendor List for the Services. The
RFQ was advertised from July 18, 2025, through August 22, 2025, on the County's
online bidding system. Twenty-two submittals were received in response to the
RFQ.
On October 22, 2025, the RFQ
evaluation panel, composed of five evaluators from JWA, Paslay Group, OC
Sheriff’s Department, Long Beach Airport, and Ontario Airport, completed the
written evaluation process and provided their recommendation. A summary of the
most qualified consultants to perform the Services is attached as part of the
Memorandum of Recommendation and Summary of Evaluators' Scoring (Attachment F).
OC Public Works' staff from OC Facilities
Design & Construction Management recently transitioned back to JWA’s
recently formed Planning and Development Division. As a result, JWA must
re-establish new contracts for Services to support ongoing and future
emergency, non-capital and capital improvement projects, all of which
contributes to the successful delivery of JWA’s Capital Improvement Program
that totals approximately $700 million.
These projects also require facility condition assessments and technical
feasibility studies/evaluations which are provided by these contracts. Given
the dynamic nature of unplanned projects as well as during the execution of
planned projects, immediate actions/decisions are necessary at times. As such there is limited time to conduct
new/additional solicitations for Services without cost and/or time impacts,
which not only negatively affects the project budgets/progression, but can
result in significant adverse effects to the Airport’s essential
functions/operations.
Beyond the completion of the various types
of projects noted above, these contracts are also utilized to assist with
technical peer reviews for on-going developments at the Airport, e.g. the
Concession Development Program, General Aviation Improvement Program, among
others to ensure the Airport’s requirements and standards are strictly
followed. When proposed projects/tasks
are being defined, the Services within these contracts will assist with the
development of robust, comprehensive Project Definition Documents, which may
include engineering monitoring and investigations, cost estimation, etc., that
ultimately results in a higher-quality product with mitigated risk and exposure
to issues. Furthermore, these contracts
allow the Airport to continue to improve, develop, and maintain the Airport’s
design and construction standards as well as the Airport’s Pavement Management
Program.
JWA is recommending Board of Supervisors
(Board) approval of the contracts for Services, effective December 16, 2025,
through December 15, 2028, in an amount not to exceed $5 million each, for an
aggregate total amount not to exceed $20 million, with the following:

The contracts with Kimley-Horn and
Associates, Inc.; AECOM Technical Services, Inc.; HNTB Corporation; and WSP
USA, Inc. include subconsultants or pass through to other providers. In order
to add subconsultants to the contracts, the consultant must seek expressed
consent from JWA. Should the addition of a subconsultant(s) affect the scope of
work and/or contract amounts, JWA will bring the item back to the Board for
approval. See Attachment E for the Contract Summary Forms.
The contracts are being presented for
consideration less than 30 days prior to their commencement date as a result of
a thorough evaluation of JWA's business needs, including non-capital and
capital improvement projects, as well as the upcoming expiration of existing
contracts. Due to the volume of anticipated/planned projects, JWA requires
contracts with specialized airport-related design/engineering services in order
to support the continued monitoring, development, and delivery of JWA’s Capital
Improvement Program. In addition, sufficient reserve capacity is necessary for
JWA to continue to respond to emergencies and unplanned projects.
An analysis was completed to verify the
Contract provides the County with persons specially trained, experienced,
expert and competent to perform the special services in accordance with the
law.
The Orange County Preference Policy is not
applicable to the award of these contracts.
Compliance
with CEQA: This
action is not a project within the meaning of CEQA Guidelines Section 15378 and
is therefore not subject to CEQA, since it does not have the potential for
resulting in either a direct physical change in the environment, or a
reasonably foreseeable indirect physical change in the environment. The
approval of this agenda item does not commit the County to a definite course of
action in regard to a project since it involves an award of contract to access
specialized design/engineering Services
to support completing capital improvement, rehabilitation and maintenance
projects. This proposed activity is therefore not subject to CEQA. Any
individual, specific work authorized pursuant to this contract will be reviewed
for compliance with CEQA.
FINANCIAL
IMPACT:
Appropriations for the contracts
are included in JWA Operating Fund 280 and JWA Construction Fund 281 FY 2025-26
Budget and will be included in the budgeting process for future years.
Estimated utilization is 30% in Fund 280 and 70% in Fund 281.
The proposed contracts include a provision
stating the contracts may be terminated upon 10 days’ written notice for cause
and upon not less than seven calendar days’ written notice for convenience
without penalty to the County.
