RECOMMENDED ACTION(S):

 

 

1.

Find that the project is categorically exempt from the California Environmental Quality Act (CEQA), Class 1 (Existing Facilities) pursuant to CEQA Guidelines, Section 15301.

 

2.

Authorize the County Procurement Officer or Deputized designee to execute Amendment Number Three to renew, and revise Attachment B, Compensation and Pricing Provisions, Section 2 - Fees and Charges to the Hunter Consulting, Inc., DBA HCI Environmental & Engineering Service contract for Lead Remediation Services, effective February 11, 2026, through February 10, 2027, in an amount not to exceed $700,000, for a new cumulative amount of $3,500,000.

 

 

 

 

 

SUMMARY:

 

Approval of Amendment Number Three to renew the contract with Hunter Consulting, Inc., DBA HCI Environmental & Engineering Service will allow the Sheriff-Coroner Department to continue to replace and dispose of lead contaminated and bio-hazard filters to keep a safe and healthy work environment.

 

 

 

BACKGROUND INFORMATION:

 

Firing ranges at Sheriff-Coroner Department (Sheriff) facilities and mobile pistol ranges are equipped with High Efficiency Particle Arresting (HEPA) filters that filter lead in the air generated as ammunition is fired. Removing lead from the air minimizes environmental impact and eliminates regulatory concerns. The Coroner's Facility and certain areas of the Jail Facilities are also equipped with HEPA and charcoal filters that filter biohazardous materials from the air. Sheriff requires lead filter changes and contaminated filter removal services at three shooting ranges and two mobile pistol ranges. Additionally, filter changes at the Coroner and Jail Facilities also require the changing and removal of contaminated filters.

 

On December 29, 2021, an Invitation for Bid was issued for filter change and removal services.  Two bids were received and evaluated. Hunter Consulting Inc., DBA HCI Environmental & Engineering Service (HCI) was deemed to be the most responsive, responsible bidder.

The contract with HCI provides for the removal and replacement of air filters at various sheriff locations including firing ranges, the Coroner and Jail Facilities. All hazardous waste disposal will be conducted to the satisfaction of the California Department of Toxic Substances Control and in accordance with all pertinent federal, state and local codes and regulations.

 

Sheriff now requests Board approval to execute Amendment Number Three to renew the contract with HCI for the above-mentioned services, effective February 11, 2026, through February 10, 2027, in an amount not to exceed $700,000, for a new cumulative amount of $3.5 million, as noted in the Recommended Action. Attachment B, Compensation and Pricing Provisions, Section 2 - Fees and Charges was revised in its entirety and reflects a three percent increase to the cost per filter and the hourly labor rate. This contract is renewing for the final year. Prior to contract expiration, Sheriff will issue an Invitation for Bid to continue these services.

 

The Contractor’s performance has been confirmed as satisfactory. Sheriff has verified that there are no concerns that must be addressed with respect to Contractor's ownership/name, litigation status or conflicts with County interests. The Orange County Preference Policy is not applicable to this contract renewal. This contract does not include subcontractors or pass through to other providers. See Attachment B for Contract Summary. An analysis was completed to verify the contract provides the County with persons specially trained, experienced, expert and competent to perform the special services in accordance with the law.

 

Compliance with CEQA: The proposed project is Categorically Exempt (Class 1) from the provisions of CEQA pursuant to CEQA Guidelines Section 15301 because the project involves maintenance and operation of a public facility, involving no expansion of use beyond existing use.

 

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract are included in Budget Control 060 FY 2025-26 Budget and will be included in the budgeting process for future years. In the event funding is reduced or terminated, the County may renegotiate the level of services and/or terminate the contract, as necessary
