RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or Deputized designee to execute Amendment Number Two to renew the Best Contracting Services Inc., contract for the provision of glazing, glass repair and replacement services, and to modify Attachment B, Compensation and Pricing Provisions in its entirety, for a two-year term of January 24, 2026, through January 23, 2028, in an amount not to exceed $800,000, for a new cumulative amount of $1,800,000. 

 

 

 

 

SUMMARY:

 

Approval of Amendment Number Two to renew the Best Contracting Services Inc., contract will allow the Sheriff-Coroner Department to continue to provide glazing, security glass replacement, glass repair and replacement services and ensure the safety of staff and inmates.

 

 


 

 

BACKGROUND INFORMATION:

 

The Sheriff-Coroner Department (Sheriff) requires a contract to provide glazing, glass repair and replacement services in order to ensure its facilities are in working order. When inmates are placed in a cell, they sometimes cause damage to the glass in the cell door. While the security glass is constructed to withstand force, inmates sometimes cause the glass to crack. The glass must then be replaced. 

 

On September 8, 2022, Sheriff issued a competitive bid solicitation for glazing, glass repair and replacement services. On October 13, 2022, Sheriff received two responses. Best Contracting Services Inc. (Best Contracting), was the apparent lowest responsive, responsible bidder.

Amendment Number One to increase the contract not to exceed amount was approved by the Board. The increase was needed due to the James A. Musick Facility coming online.

 

Sheriff now requests Board approval to authorize the County Procurement Officer or Deputized designee to execute Amendment Number Two to renew the contract with Best Contracting as noted in the Recommended Action. Modification in its entirety of Attachment B, Compensation and Pricing Provisions is needed due to Labor Union increases of hourly rate for trade. This contract is renewing for the final year. Prior to contract expiration, Sheriff will issue an Invitation for Bid solicitation to continue with these services.  

 

Contractor performance has been confirmed as satisfactory. Sheriff has verified that there are no concerns that must be addressed with respect to contractor's ownership/name, litigation status or conflicts with County interests. The Orange County Preference Policy is not applicable to this contract amendment. This contract does not currently include subcontractors or pass through to other providers. See Attachment B for the Contract Summary Form. An analysis was completed to verify the contract provides the County with persons specially trained, experienced, expert and competent to perform the special services in accordance with the law.

 

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract are included in Budget Control 060 FY 2025-26 Budget and will be included in the budgeting process for future years. The contract is contingent upon funding availability. In the event funding is reduced or terminated, the County may renegotiate the level of services and/or terminate the contract, as necessary.
