RECOMMENDED ACTION(S):

 

Approve the new appointments of Stuart (Stu) Greenberg, representing the Orange County Chiefs of Police and Sheriffs Association, and Robert M. Viera, representing the Ambulance Association of Orange County, on the Emergency Medical Care Committee for the term ending June 30, 2022.

 

 

 

 

SUMMARY:

 

Approval of two new appointments to the Emergency Medical Care Committee will help to insure the Committee will fill all vacancies in order to perform its mandated functions.

 

 

 

BACKGROUND INFORMATION:

 

The Emergency Medical Care Committee (EMCC) is mandated by Health and Safety Code Section 1797.274 to review and advise the Board of Supervisors (Board) and the local Emergency Medical Services (EMS) program on emergency medical care in Orange County. Each year the, EMCC reports to the California State EMS Authority and the local EMS agency its observations and recommendations relative to its review of the ambulance services, emergency medical care, first aid practices and programs for training people in cardiopulmonary resuscitation and lifesaving techniques. The Board last approved EMCC members on June 25, 2019. Summarized below are the qualifications of the requested new appointments to the EMCC.

 

Stuart (Stu) Greenberg is a 34-year veteran of law enforcement in Orange County. In November 2018, the City of Tustin selected him as their Police Chief. Prior to his appointment, Chief Greenberg served with the Orange County Sheriff’s Department. During his tenure with the Sheriff’s Department, Chief Greenberg served as a deputy sheriff and as a sergeant supervising tactical response teams, Homeland Security and Custody Operations. He was promoted to Lieutenant, where he served as the Department Commander of Field Operations Command, Counter Terrorism Bureau Commander, Chief of Police Services for the City of Stanton. He was promoted to Assistant Sheriff of Custody Operations in March 2018 before his appointment as Police Chief by the City of Tustin. Chief Greenberg earned a Bachelor of Science in Management with an emphasis in Criminal Justice from Rutgers University in New Brunswick, New Jersey. Chief Greenberg has extensive training and experience in Field Operations, Homeland Security/Counter Terrorism Operations, Tactical Response to Complex Incidents, State Law Enforcement Mutual Aid, Federal Emergency Management Agency Incident Command System, Department of Health Services Threat and Risk Assessments, Emergency Operations Center activations and emergency response team terrorism incidents. Chief Greenberg’s appointment is recommended and supported by the Orange County Chiefs of Police and Sheriffs Association.

 

Robert M. Viera is employed by Falck Southern California (dba Care Ambulance Service, Inc.) as the Orange County Division Manager, a position he has held since 2007. He was hired by Care Ambulance Service, Inc. as an emergency medical technician in 1996 and promoted to operations manager in 2004 before his promotion as the Orange County Division Manager. Mr. Viera serves as an Executive Committee Member on the Orange County Health Care Agency’s (HCA) Health Care Coalition of Orange County and represents Falck Southern California for the Ambulance Association of Orange County. He has served as a representative on EMCC’s Transportation Advisory Subcommittee and appointed to serve as the chair of the subcommittee. He has served as an Ambulance Strike Team Leader and a Medical Task Force Leader with the California Emergency Medical Services Authority. The Ambulance Association of Orange County recommends and supports Mr. Viera’s appointment to serve as their representative on EMCC.

 

HCA has complied with procedures, as directed by the Board, in nominating appointments for Boards, Commissions and Committees, and voter registration has been verified for all proposed members who are eligible to vote. The candidates were nominated by their respective member organizations, therefore recruitment was not necessary to fill these positions.
