SUMMARY:
Approval of Amendment No. 1 to the
Contract with Tracy Lacey Consulting will allow the Health Care Agency to
continue providing County of Orange residents with effective Behavioral Health
Services Act-funded programs that focus on an integrated service experience for
clients and their families.
BACKGROUND
INFORMATION:
The Mental Health Services Act
(MHSA) was passed by California voters in November 2004 and went into effect in
January 2005. In March of 2024, Proposition 1 was approved by California
voters, updating the MHSA to the Behavioral Health Services Act (BHSA). County
of Orange (County) BHSA is responsible for the oversight and implementation of
the BHSA and ensures the County's compliance with state requirements. The BHSA
Office keeps the County’s Health Care Agency (HCA) up to date on all things
related to the BHSA policies and legislation; ensures updates and new
legislation are shared with related programs and are reflected in the
Behavioral Health Integrated Plan; coordinates and oversees ongoing stakeholder
engagement meetings; assists with synthesizing stakeholder input and
identifying appropriate recommendations; and organizes, coordinates, and
monitors the County’s development of the Three-Year Behavioral Health
Integrated Plan and Annual Updates.
Proposition 1 created a $6.38
billion general obligation bond to fund capital for the development of
behavioral health treatment and residential facilities and reformed the MHSA,
updating the framework for the County’s Behavioral Health System. Under the new
legislation, Community Program Planning (CPP) continues to be a requirement and
is significantly expanded.
On June 28, 2024, HCA released a
Request for Proposal (RFP) on the County’s online bidding system to solicit
proposals from qualified respondents to provide MHSA Professional Services. The
RFP consisted of five disciplines:

Tracy Lacey Consulting (Tracy
Lacey) is one of four contractors that were awarded contracts for BHSA
Stakeholder Planning and Engagement Services. Tracy Lacey is the only
contractor in this category of services whose role is to serve as lead
consultant/project manager.
On February 10, 2025, HCA executed
the contract with Tracy Lacey, under Deputy Purchasing Agent (DPA) designated
approval, for BHSA Stakeholder Planning and Engagement Services for the term of
February 10, 2025, through January 31, 2027, renewable for three additional
one-year terms. Per County’s Contract Policy Manual §3.3-102, contracts with an
annual value exceeding $200,000 require Board approval, in accordance with
Government Code Section 25502.5. All contracts awarded for BHSA Stakeholder
Planning and Engagement Services did not exceed $200,000 annual value and did
not require Board approval at the time of execution.
The proposed Amendment No. 1 is to
increase the total Contract’s not to exceed amount by $300,000 and expand the
scope of work to include guidance in implementing a model designed to sustain
stakeholder engagement throughout every phase of the transition and
implementation of BHSA.
Scope
of Services
Under this contract Tracy Lacey
acts as the lead consultant in guiding the County and others in developing and
implementing the state-mandated, CPP process that is used to assess the current
capacity of BHS, prioritize the populations to be served and recommend
strategies to provide effective BHSA-funded programs that are culturally
competent, client and family driven, wellness, recovery and resilience-focused,
and provide an integrated service experience for clients and their families.
Additionally, Tracy Lacey advises on data collection needs related to the CPP
process, synthesizes the input and recommendations garnered through the CPP
process to inform the implementation of an integrated, responsive system of
care within the BHSA framework, and informs the completion of the Behavioral
Health Integrated plan which will replace the MHSA 3-year plan.
In addition, to the expanded CCP process as a result
of changing policy guidance, with this Amendment, Tracy Lacey will also provide
technical assistance and support the County BHS to implement an updated,
evidence-based CPP model that supports interdisciplinary collaboration to
sustain and enhance stakeholder engagement beyond this initial planning phase.
This evidence-based model brings together diverse sectors and community voices
to create inclusive, data-driven strategies, strengthen cross-system partnerships,
and embeds community responsiveness into every phase of planning and
implementation.

Document the CPP process, changes to the
System of Care, and services under BHSA. |
The Orange County Preference Policy
is not applicable to this Contract.
This Contract does not include
subcontractors or pass through to other providers. See Attachment B for
Contract Summary Form.
The Contractor's performance has
been confirmed as satisfactory. HCA has verified there are no concerns that
must be addressed with respect to Contractor's ownership/name, litigation
status or conflicts with County interests.
HCA requests that the Board Approve
Amendment No. 1 with Tracey Lacey for the provision of BHSA Stakeholder
Planning and Engagement Services, as referenced in the Recommended Action.
FINANCIAL
IMPACT:
Appropriations for this Contract
are included in Budget Control 042 FY 2025-26 Budget and will be included in
the budgeting process for future years.
The Contract includes provisions
allowing HCA to terminate the Contract, reduce the level of services, and/or
renegotiate the levels of services provided, as necessary.
