RECOMMENDED ACTION(S):

Approve the Agreement with Telecare Corporation for provision of Housing Full Service Partnership for the period of September 15, 2020, through June 30, 2023, for an amount not to exceed $7,590,032, renewable for two additional one-year terms. |

Pursuant to Contract Policy Manual Section 3.4-114, authorize the County Procurement Officer or authorized Deputy to exercise a contingency contract cost increase, not to exceed a total of 10 percent of the agreement amount for the first year of the agreement, for the entire term of the agreement, including renewals, and within the scope of work set forth in the agreement. The use of this contingency contract increase is subject to approval requirements established by the County Procurement Officer. |

SUMMARY:
Approval of the Housing Full Service Partnership Agreement with Telecare Corporation will provide integrated and multi-disciplinary intensive case management services in permanent housing to Orange County residents with serious mental illness.
BACKGROUND INFORMATION:
On February 10, 2020, the Health Care Agency (HCA) issued a Request for Proposals (RFP) to seek qualified providers for Housing Full Service Partnership (FSP). There was one respondent to the RFP. An evaluation panel consisting of one HCA representative and two non-HCA representatives evaluated the proposal and recommended award of agreement to Telecare Corporation. HCA has completed successful negotiations with the provider and recommends award of agreement to Telecare Corporation for the central region of Orange County.
The development of the Housing FSP program is in response to community discussions and re-evaluation of services needed to support individuals in permanent supportive housing who are at risk of losing their housing. The FSP will serve individuals living with a serious mental illness who may also have a substance use disorder who previously experienced homelessness, but were transitioned into permanent housing. HCA conducted two community engagement meetings on January 10, 2019, and January 17, 2019, to gather input for the creation of this new program. On January 21, 2019, the Mental Health Service Act (MHSA) Steering Committee provided their support for the program.
With direction from your Honorable Board of Supervisors (Board), HCA has worked diligently with County and community partners and mental health stakeholders to develop a continuum of housing programs that range from emergency shelter to permanent supportive housing in order to meet the needs of those living with serious mental illness who are experiencing homelessness. The Housing FSP will provide needed housing support to assist individuals living with a serious mental illness who are at risk of losing their permanent housing and break the cycle of homelessness. Referrals to this program may come from anyone, including: Behavioral Health Services providers, housing authorities, community members, property managers or other stakeholders.
Scope of Services
The Housing FSP will serve approximately 123 previously homeless adults living with a serious mental illness, who may have a co-occurring substance use disorders and who are residing in permanent housing in Orange County but are at risk of losing their housing. The Housing FSP Program is a specialized field-based program that effectively engages individuals who have come from homelessness, and provides intensive and comprehensive treatment and support that focuses on preventing loss of housing while increasing housing sustainability. The program will provide services that are recovery-oriented and will include intensive case management, crisis intervention, on-site housing support, transportation, medication support, individual, family and group therapy, co-occurring services, vocational and educational support, linkage to financial benefits/entitlements, family and peer support and development of supportive socialization, meaningful community roles, money management skills or coordination of representative payee services.
Performance Objectives
The anticipated outcomes are to increase housing sustainability by reducing evictions, increasing positive relations with property management and neighbors, increasing integration into the community and social function, increasing access to physical health care, increase income/benefits/money management, increase access to vocational/employment training, decreasing mental health symptoms and impairments and decreasing substance use and impairments. These outcomes are measured by a pre- and post-comparison of the number of days clients are impacted by these circumstances while enrolled in the program and compared against the 12-month period immediately prior to their enrollment.

The program contributes to the overall System of Care by providing housing sustainability services to individuals who came from homelessness, which address barriers to remaining successfully housed in permanent housing including Board-approved housing developments.
HCA staff have conducted due diligence on the vendor. Reference checks were satisfactory and completed with San Mateo County Health, County of Los Angeles Department of Mental Health and Copeland Center for Wellness and Recovery regarding similar projects. HCA has verified there are no concerns that must be addressed with respect to Contractor’s ownership/name, litigation status or conflicts with County interests.
The Contract is being submitted for Board approval less than 30 days prior to the start of the contract because of an extended negotiation process due to the current COVID-19 crisis. Upon approval of the Agreement, HCA and Telecare Corporation will commence the process to ensure successful program opening.
The Agreement includes subcontractors. See Attachment B for information regarding subcontractors.
HCA requests the Board approve the selection of and agreement with Telecare Corporation for provision of Housing Full Service Partnership as referenced in the Recommended Actions.
FINANCIAL IMPACT:
Appropriations for this Agreement are included in Budget Control 042 FY 2020-21 Budget and will be included in the budgeting process for future years.
