SUMMARY:
Approval of appointments/reappointments of nominees will support the efforts of the Orange County Child Care and Development Planning Council to identify local priorities for child care and formulate policies for meeting community needs.
BACKGROUND INFORMATION:
The Social Services Agency (SSA) is requesting the Board of Supervisors’ (Board) appointment of eight reappointment nominees and one new nominee to the Orange County Child Care and Development Planning Council (Council) for the term effective August 6, 2020, and ending August 5, 2022. The primary mission of the Council is to plan for child care and development services based on the needs of families in the local community. Councils are required for each county per California Education Code Chapter 2.3, Article 1, Section 8499 and Article 2, Sections 8499.3, 8499.5 and 8499.7 and are intended to serve as a forum to address the child care needs of all families in the community for all types of child care, both subsidized and non-subsidized.
The most recent annual appointments made by the Board occurred on July 30, 2019, and November 20, 2018. On July 12, 2016, the Board directed SSA to bring forward appointments of individuals residing in Orange County or provide justification for those individuals that do not reside in Orange County. All nine nominees for the Board’s consideration are Orange County residents and registered to vote.
California Education Code Sections 8499.3, 8499.5 and 8499.7 require Councils to have membership comprised of the following five categories of appointment: Consumers, Child Care Providers, Public Agency Representatives, Community Representatives and other representatives who shall be appointed at the discretion of the appointing agencies. Fifty percent of the Council's membership is to be appointed by the Board and the other 50 percent by the Orange County Department of Education Superintendent of Schools (Superintendent of Schools). The Council’s bylaws allow a maximum of 40 members, eight in each of the categories listed above. Members typically serve for a two-year term; however, due to resignations, there may be members who serve only one-year terms, as noted for two nominees in the first Recommended Action. Existing members whose terms expire may be re-nominated to serve for another term.
Individuals interested in becoming a Council member submit their applications for nomination to the Council; the applications are reviewed annually and when there are vacancies. The Council Membership Committee provides recommendations for nomination to the Council after reviewing applications and determining the appropriate appointing authority. The following nominees, by category of appointment, are recommended by the Council to be appointed by the Board:

Amber Nowak is the current Child Care Coordinator and Administrative Manager I for the County of Orange SSA. She currently serves as co-chair of the Orange County Local Planning Council (LPC) Strategic Planning and Evaluation Committee.
Darcie Kass is the owner and Director for A Child’s Pace Learning Center Inc. She currently serves as co-chair of the Orange County Child Care and Development Planning Council Inclusion Collaborative Committee.
Laura Vidal is a representative for the California Early Childhood Mentor Program Countywide. She currently serves as co-chair of the Orange County LPC Workforce Development Committee.
Merrilisa (Lisa) Sciabica is the Director of Mariner’s Church Preschool. She currently serves as co-chair of the Orange County LPC Workforce Development Committee.
Penny Andrews is the Administrative Director of Child Development Services for the Brea-Olinda Unified School District and a parent of a school age child in the Brea School district. She currently serves as a member of the Orange County LPC Workforce Development Committee.
Scarlett vonThenen is the Staff Services Manager II on the California State Council on Developmental Disabilities. She currently serves as a member of the Orange County LPC Inclusion Collaborative Committee.
Seon Chun-Burbank is an Assistant Professor at Vanguard University and is the Chair of Early Childhood Education Program. She currently serves as a member of the Orange County LPC Strategic Planning Committee.
Wendi Evans is a representative for LGBT Center Orange County. She currently serves as a member of the Orange County LPC Inclusion Collaborative Committee.

Sandra (Sandy) Avzaradel is the Project Director for Early Childhood OC. She has over 25 years of experience working with children as a teacher, assistant principal and program manager. She currently serves as a non-LPC member of the Orange County LPC Workforce Development Committee. Ms. Avzaradel is proposed to fill a vacancy as a Community Representative for a one-year term effective August 6, 2020, and ending August 5, 2021.
These appointments/reappointments will ensure a balanced and equitable representation between the Superintendent of Schools and the Board, as stipulated by the California Education Code requirements. With approval of these eight reappointments and one new appointment by the Board, the total members of the Council will be 35. The Superintendent of Schools has two remaining vacancies to be filled and the Board has three remaining vacancies to be filled. At this time, the Council has not received any additional applications to fill these vacancies.
The Council will continue to recruit year-round for any openings that exist or may occur and will bring forward to the Board any nominations, as applicable.
