RECOMMENDED ACTION(S):

 

 

Authorize the County Procurement Officer or authorized Deputy to execute Subordinate Contract with Federal Technology Solutions, Inc. for structured cabling and installation services, effective upon execution through February 28, 2024, for an amount not to exceed $2,100,000. 

 

 

 

 

 

SUMMARY:

 

Approval of the subordinate contract with Federal Technology Solutions, Inc. will allow the Sheriff-Coroner Department to ensure secured, efficient network infrastructure for voice, data and video communication requirements for structured cabling installation and services.

 

 

BACKGROUND INFORMATION:

 

The Sheriff-Coroner Department's (Sheriff) technology operations are dependent upon a highly secure and efficient network infrastructure.  Sheriff's network infrastructure consists of critical components including a cabling system, which provides the backbone for voice, data and video communications.  Currently Federal Technology Solutions, Inc. (Federal Technology) provides the County with as-needed structured cabling services for current and future projects in order to ensure reliability, consistency and continuity in Countywide operations.  On January 12, 2021, the Board of Supervisors (Board) approved the Contracts for Structured Cabling Services for the entire County, which included contracting with Federal Technology. 

Structured cabling is critical to an information technology network as it is the foundation on which all other business activities depend.  A properly designed, installed and administered cabling system may reduce costs through each phase of the information technology network’s life cycle, including installation; moves, ads and changes; maintenance; and administration.  Cabling is typically the longest life cycle component of the entire network, outlived only by the building shell.  A standards compliant cabling system can assist with future application support to satisfy the need to accommodate today’s changing voice, data and video requirements.  Recent requirements to provide cameras, additional computers and other wired devices have increased Sheriff’s needs to acquire additional installation and cabling support.  Sheriff will utilize such cabling to communicate and share data via computers, internet protocol cameras and other internet protocol connected devices such as wireless access points. 

Sheriff now seeks Board approval to contract with Federal Technology Solutions, Inc.  This subordinate contract would allow Sheriff to leverage the County's contract with Federal Technology and ensure competitive pricing that would be more advantageous than Sheriff bidding out these same services as an individual County department.  Sheriff now requests approval of this contract effective upon execution through February 28, 2024, for an amount not to exceed $2.1 million.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract are included in the Sheriff-Coroner Department's FY 2020-21 Budget for Budget Control 060 and will be included in the budgeting process in future years.  This contract contains language allowing the Sheriff-Coroner Department to terminate the subordinate contract or reduce the level of services without penalty with cause or without cause in the event that funding is reduced and/or not available to continue funding the contract.
