RECOMMENDED ACTION(S):

 

 

1.

Approve Amendment No. 3 to renew the Contract with NAMI Orange County for provision of Family Support Services for the term of July 1, 2021, through June 30, 2022, for an amount not to exceed $279,996, for a revised cumulative Contract total amount not to exceed $1,372,672.

 

2.

Authorize the County Procurement Officer or authorized Deputy to execute Amendment No. 3 to the Contract with NAMI Orange County, as referenced in the Recommended Action above.

 

 

 

 

SUMMARY:

 

Approval of Amendment No. 3 to renew the Contract with NAMI Orange County for provision of Family Support Services will provide behavioral health education and support to Orange County families and caretakers who face behavioral health challenges.

 

 

 

BACKGROUND INFORMATION:

 

Your Honorable Board of Supervisors (Board) approved the Contract with NAMI Orange County (NAMI) for provision of Family Support Services (FSS) and the below additional actions have been executed pursuant to appropriate authorities.

The proposed Amendment will allow services to continue for the renewal term of July 1, 2021, through June 30, 2022, with an amount not to exceed $279,996 for the renewal term, for a revised cumulative contract total amount not to exceed $1,372,672.

 

Scope of Services

The goal of FSS is to prevent the development of behavioral health conditions in family members. Services are designed to provide supportive services for all Orange County families and caretakers of individuals who are challenged with behavioral health conditions and other stressful conditions. Services aim to improve caregiver/family member functioning and resiliency, reduce risk factors, build coping skills, increase knowledge of behavioral health and wellness topics and strengthen social support. Services include a broad range of personalized peer-to-peer social support that emphasizes behavioral health education, wellness topics and the development of healthy coping tools to support families. In August 2020, funded by the Coronavirus Aid, Relief, and Economic Security Act, NAMI added support groups to first responders due to a need identified during the pandemic. Although this funding expired by end of December 2020, these services were identified to be a valuable source of support for the first responders and will continue to be offered under the Mental Health Services Act funding. FSS will be provided by trained peers and will be delivered through peer support, group support, educational presentations workshops and family engagement activities and assistance with childcare to all Orange County residents.

 

Program Performance Measures

Program performance for the proposed Amendment will measure the impact of services on participants’ ability to improve their resiliency and functioning. In FY 2019-20, NAMI exceeded their contractual units of services in some areas but did not meet them in other areas, largely due to the pandemic. Although many new participants consistently expressed an interest in the program and registered for different services, there was a high no-show rate of attendance. HCA continues to work with NAMI in closely monitoring the program’s progress and implementing different strategies to increase participation. NAMI feels confident that the participation will increase with time, especially as more people are vaccinated and in person services will resume.

Performance outcomes for the proposed Contract are consistent with current year goals and will be measured by data collected through pre- and post-test surveys administered upon completion. Outcomes will demonstrate: 1) increases in participants’ social support and 2) increases in participants’ overall well-being and quality of life. 

 

For FY 2019-20, outcome data indicates that the Family Support Services program was successful in achieving its intended goals. At least half the participants reported an increase in social support and well-being, and quality of life. (See Table 3). Current year outcomes are not available for FY 2020-21.

The proposed Amendment with NAMI for FSS has a subcontractor. See Attachment B for information regarding subcontractor and Contract Summary Form. 

 

The Contractor's performance has been confirmed as satisfactory. The Health Care Agency (HCA) has verified there are no concerns that must be addressed with respect to Contractor's ownership/name, litigation status or conflicts with County interests.

 

HCA requests that the Board approve the Amendment No. 3 to the Contract for provision of FSS with NAMI, as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract will be included in the Budget Control 042 FY 2021-22 Budget.

 

Should services need to be reduced or terminated due to lack of funding, the Contract contains language that allows HCA to give a 30-day notice to either terminate or renegotiate the level of services to be provided. The notice will allow HCA adequate time to transition or terminate services to clients, if necessary.
