RECOMMENDED
ACTION(S):
Authorize the County Procurement
Officer or Deputized designee to execute Subordinate Contract with WCC
Technologies Group, for structured cabling and installation services, for a
term effective upon Board of Supervisors approval through February 28, 2027, in
a not to exceed contract amount of $1,600,000, renewable for one additional
one-year term.
SUMMARY:
Approval of the subordinate
contract with WCC Technologies Group, will allow the Sheriff-Coroner Department
to help ensure a secure, efficient network infrastructure for voice, data and
video communication requirements for structured cabling installation and
services.
BACKGROUND
INFORMATION:
The Sheriff-Coroner Department's
(Sheriff) technology operations are dependent upon a highly secure and
efficient network infrastructure. Sheriff's network infrastructure consists of
critical components including a cabling system, which provides the backbone for
voice, data and video communications. WCC Technologies Group (WCC), formerly
West Coast Cable, Inc., (WCC) provides the County with as-needed structured
cabling services for current and future projects in order to ensure
reliability, consistency and continuity in Countywide operations. On May 25,
2021, the Board of Supervisors (Board) approved the Orange County Information
Technology (OCIT) Contract for Structured Cabling Services for the entire
County with WCC.
Structured cabling is critical to
an information technology network as it is the foundation on which all business
activities depend. A properly designed, installed and administered cabling
system may reduce costs through each phase of the information technology
network’s life cycle, including: installation, moves, adds and changes,
maintenance, and administration. Cabling is typically the longest life cycle
component of the entire network, outlived only by the building shell. A
standards compliant cabling system can assist with future application support
to satisfy the need to accommodate today’s changing voice, data and video
requirements. Recent requirements to provide cameras, additional computers and
other wired devices have increased Sheriff’s needs to acquire additional
installation and cabling support. Sheriff will utilize such cabling to
communicate and share data via computers, internet protocol cameras and other
internet protocol connected devices such as wireless access points.
The Board approved the original
contract with WCC on January 13, 2026, for the contract term of March 1, 2026,
through February 29, 2028, in an aggregate amount not to exceed $1.25 million
annually, for a cumulative aggregate contract total not to exceed $8.75 million
with the option to renew for one additional two-year term. This subordinate
contract allows Sheriff to leverage the County's contract issued by CEO IT as
MA-017-21010863-C with WCC and ensure competitive pricing that would be more
advantageous than Sheriff bidding out these same services as an individual
County department.
On May 22, 2025, WCC informed OCIT
that the company name was changed from West Coast Cable, Inc. to WCC
Technologies Group. The name change was strictly to rebrand the company with no
change in the ownership or control of the company. Accordingly, WCC and OCIT
administratively executed Amendment No. 3 to the Contract to formally document
the company name change.
Sheriff now seeks Board approval to
contract with WCC for a term effective upon Board approval through February 28,
2027, in a not to exceed amount of $1.6 million, renewable for one additional
one-year term as noted in the Recommended Action.
The Contract does not currently
include subcontractors or pass through to other providers and both Contractors’
performance has been confirmed as at least satisfactory. Sheriff conducted a
review of Contractors’ ownership/name, litigation status or conflicts with
County interests and found contractor is not a party to existing litigation
that is reasonably likely to impede Contractor’s performance of the scope of
work and/or to adversely impact the County. The Orange County Preference Policy
is not applicable to this subordinate contract. See Attachment B for the

FINANCIAL
IMPACT:
Appropriations for this contract
are included in the Sheriff-Coroner Department's FY 2025-26 Budget for Budget
Control 060 and will be included in the budgeting process in future years. The
proposed contract is contingent upon funding availability. In the event funding
is reduced or terminated, the County may renegotiate the level of services
and/or terminate the contract, as necessary.
