RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or Deputized designee to execute Amendment Five to Contract with Orangewood Foundation for Independent Living Program Services to increase funding by $400,000, for a new aggregate total not to exceed $12,135,992, effective July 1, 2022, through June 30, 2027.

 

 

 

 

SUMMARY:

 

Approval of Amendment Five to the Contract with Orangewood Foundation for Independent Living Program Services will provide continuous support for youth and young adults in out-of-home care with the opportunity to obtain independent living skills, comprehensive support services and resources essential for transitioning to self-sufficiency.

 

 


 

 

BACKGROUND INFORMATION:

 

Independent Living Program (ILP) Services offer various support services such as resources, skills training and coaching to help participants transition successfully to adulthood and achieve socioeconomic stability upon exiting the foster care system. Youth in out-of-home foster care on or after the age of 16 are typically eligible for ILP Services through their 21st birthday; although, this may be extended by state and federal regulations.

 

On April 26, 2022, the Board of Supervisors (Board) approved the Contract with Orangewood Foundation for ILP Services in an amount not to exceed $2,842,152, for the term of July 1, 2022, through June 30, 2025. The following are the subsequent amendments for the contracts:

Approval of amendment 5 to the contract includes an increase in funding that will allow foster youth (under 18 years of age) and non-minor dependents, youth who are at least 18 years of age up to the age of 25 with an open dependency case, the opportunity to participate in extracurricular and enrichment activities, which are designed to enhance their skills, abilities, self-esteem, relationships, and overall well-being and healing. The funding will also be used to continue the role of the grant coordinator and maintain the existing accountant staff of one full time employee. These staff will continue to administer funding usage and work directly with ILP participants in establishing and maintaining extracurricular and enrichment activities, conducting assessments and tracking outcomes.

Met: Orangewood Foundation has provided at least one event per month with 1,088 unduplicated ILP Participants served through December 31, 2025.

ILP staff assigned to each referred youth/young adult will identify an extracurricular and enrichment activity for each youth/young adult within one month of assignment. Extracurricular and enrichment activities will include attendance and participation objectives reported to Administrator each month.

100% of youth and young adults engaged in extracurricular and enrichment activities will complete self-assessments in a format approved by Administrator. Self-assessments will focus on how extracurricular and enrichment activities encourage and maintain youth and young adults familial and community connections and why these connections are important. Self-assessments will be completed during extracurricular and enrichment activities, or at minimum, within 10 business days of activities ending.

The Social Services Agency (SSA) now requests the Board’s approval of Amendment Five to the Contract with Orangewood Foundation for ILP Services, to increase funding by $400,000, for a revised aggregate total not to exceed $12,135,992, for July 1, 2022, through June 30, 2027. The increase requested will maximize expending of State allocation of Flexible Family Supports & Home-Based Foster Care, which is currently set to expire at the end of this FY and ensure continuity of the extended enrichment activities component of ILP Services in the current fiscal year. Prior to Contract expiration, SSA plans to issue a solicitation to continue services.

An analysis was completed to verify the contract provides County with persons specially trained, experienced, expert and competent to perform the special services in accordance with the law. 

 

The appropriate due diligence has been conducted and the non-profit has been verified to be in good standing. The Contractor’s performance has been confirmed as satisfactory. SSA has verified there are no concerns that must be addressed with respect to the Contractor’s ownership/name, litigation status or conflicts with County interests. The Orange County Preference Policy is not applicable to this Contract amendment.

Subcontractors

This Contract, due to the nature of the services, could require the addition of subcontractors. To add subcontractor(s) to the contract, the Contractor must seek express consent from SSA. Should the addition of a subcontractor impact the scope of work and/or Contract amount, SSA will bring the item back to the Board for approval. See Attachment B for Contract Summary Form.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Amendment are included in Budget Control 063, Social Services Agency FY 2025-26 Budget.

 

Contingency of Funds

The proposed Contract includes provisions that the Contract is contingent upon the availability of funds and inclusion of sufficient funds in the budget approved by the Board for each fiscal year the Contract remains in effect or operation. In the event such funding is terminated or reduced, the County may terminate the Contract, reduce the County’s maximum obligation or modify the Contract, without penalty.
