RECOMMENDED ACTION(S):

 

 

 

1.

Accept $320,955 from the California Office of Emergency Services for the 2020 Emergency Management Performance Supplemental Grant Program, Catalog of Domestic Federal Assistance Number 97.042.

 

2.

Approve the form Agreement to Transfer Funds for 2020 Emergency Management Performance Grant Program.

 

3.

Authorize the Sheriff-Coroner or his designee to execute, on behalf of the County of Orange, an Agreement to Transfer Funds for 2020 Emergency Management Performance Grant Program with each jurisdiction receiving grant funds.

 

4.

Direct the Auditor-Controller to transfer funds obtained pursuant to the 2020 Emergency Management Performance Grant Program to jurisdictions within the Orange County Operational Area upon receipt of executed agreements and documentation supporting allowable expenditures from the recipient cities.

 

5.

Authorize the County Procurement Officer or designee to purchase 2020 Emergency Management Performance Grant funded training and equipment using a form of purchase agreement not materially different than the standard purchase order.  If the purchase agreement is materially different than the standard County purchase order, the County Procurement Officer or designee is directed to return to the Board of Supervisors for approval.

 

 

 

 

SUMMARY:

 

Acceptance of the 2020 Emergency Management Performance Supplemental Grant award, approval of the form Agreement to Transfer Funds for 2020 Emergency Management Performance Grant Program, direction to the Auditor-Controller to transfer funds to recipient cities and authorization for the Procurement Officer to purchase training and equipment will allow the Sheriff-Coroner Department to continue to support activities that contribute to Orange County's capability to prevent, prepare for, mitigate against, respond to and recover from natural or manmade emergencies and disasters.

 

 

 

BACKGROUND INFORMATION:

 

The Federal Department of Homeland Security is administering the 2020 Emergency Management Performance Grant Supplemental (EMPG-S) Program nationally, and the California Office of Emergency Services (CalOES) is managing the grant for California.  Counties and Operational Areas are eligible to apply for this grant.  The purpose of the supplemental grant is to assist with  activities relating to the ongoing Coronavirus Disease 2019 (COVID-19) public health emergency. 

 

The Sheriff-Coroner Department (Sheriff) received Board of Supervisors (Board) approval to apply for the 2020 EMPG-S funding on July 28, 2020.  In recent years the Board has authorized Sheriff to submit the application and accept grant awards for EMPG.  On August 22, 2017, Board authorized Sheriff to submit the EMPG application for the amount of $774,162.  Additionally, on January 8, 2018, Board authorized Sheriff to accept $775,004.    Moreover, on February 27, 2018, Board authorized Sheriff to accept $774,162 and to transfer funds to participating jurisdictions. On October 8, 2019, the Board adopted a resolution authorizing Sheriff to submit the application for EMPG in the amount of $775,004. 

 

The FY 2020 EMPG-S program assists states, territories, tribes and local governments with their public health and emergency management activities supporting the prevention of, preparation for and response to COVID-19.

 

The current allocation proposes a pass-through of $91,066, to Orange County cities.  These funds are distributed on a population basis to those cities who wish to apply and complete the required activities.  Because the activities allowed under this supplemental funding are significantly restricted in comparison to the normal EMPG award, any funds which cannot be expended by a city will be returned to the County allocation rather than being redistributed among the remaining cities.

 

The Operational Area Executive Board reviewed the proposed application budget and required activities at their quarterly meeting on August 12, 2020.  CalOES approved the application on October 23, 2020.

 

Sheriff now requests that the Board accept the grant award in the amount of $320,955, approve the form Agreement to Transfer Funds for FY 2020 Emergency Management Performance Grant Program, authorize execution of related documents including agreements with each jurisdiction receiving grant funds and direct the Auditor-Controller to transfer grant funds to other entities upon receipt of executed agreements, as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

The County's share of the FY 2020 Emergency Management Performance Grant is included in the Sheriff-Coroner's FY 2020-21 Mid-Year Budget Adjustment.  The grant requires a dollar for dollar match; the match amount for the Emergency Management Division budgeted allocation is $320,955.  The current Net County Cost allocation is sufficient to match the additional EMPG-S funding.
