Authorize the Social Services Agency Director to execute the Employment Agreement with Aaron Hogue for $148,911 per year as the Executive Director of the Orange County In-Home Supportive Services Public Authority, for a total maximum obligation of $595,644, including annual employee benefits, for the four-year term of January 26, 2021, through January 25, 2025. |

SUMMARY:
Approval of the Employment Agreement for Aaron Hogue as the new Executive Director will allow for the In-Home Supportive Services Public Authority program to run effectively and efficiently so that in-home supportive services will continue to be provided to low-income blind, elderly and disabled residents of Orange County, enabling them to remain in their homes.
BACKGROUND INFORMATION:
The Board of Supervisors (Board) created the In-Home Supportive Services (IHSS) Public Authority (Authority) on April 23, 2002, granting the powers necessary and appropriate to carry out the functions mandated by Welfare and Institutions Code Section 12301.6. Core functions of the Authority include the establishment and maintenance of a registry of vetted and approved service providers, connecting clients with service providers on the registry and providing orientation and training for new clients and providers.
On August 13, 2002, the Board directed the County Executive Officer (CEO) and Human Resource Services (HRS) to begin the recruitment process for the Executive Director for the Authority. On March 10, 2003, the Social Services Agency (SSA) Director, as Board designee, appointed Mr. Robert D. Miller as the Authority's first Executive Director, and the Board confirmed this appointment on August 13, 2002. Mr. Miller remained Executive Director until February 2016. After a statewide recruitment, application rating process and interviews, the SSA Director selected Luz Napoles Loreto to serve as the Authority’s Executive Director as approved by the Board. Ms. Napoles Loreto’s term of service as Executive Director began on August 9, 2016, and expired on August 8, 2020.
SSA and CEO HRS completed the recruitment process for the new Executive Director in December 2020, and SSA has selected Aaron Hogue for the position. The proposed Agreement sets an annual salary of $119,058 plus approximately $29,853 in employee benefits, with the SSA Director authorized to increase the compensation annually, if appropriate. The proposed Agreement clarifies and expands the Executive Director’s duties at the IHSS Advisory committee, including: processing and issuing IHSS Advisory Committee stipends, mileage reimbursement and W2s; facilitating and coordinating the IHSS Advisory Committee meetings as the principal staff member; and ensuring accuracy of minutes and timely payment to Clerk of the Board for minute services. The Authority’s Executive Director will now also be responsible for managing bank accounts and transfers to the Orange County Employees Retirement System for staff retirement plans. Additionally, Mr. Hogue will assist with the County Safety Representative Program and work with staff to increase client engagement options and enhance recipient access points, utilizing remote options such as telehealth and online training.
FINANCIAL IMPACT:
Related appropriations are included in Fund 590, IHSS Public Authority for the FY 2020-21 Budget and will be included in the budgeting process for future years.
