RECOMMENDED ACTION(S):

 

 

1.

Authorize the Assessor or designee to execute contract with Insight Public Sector Inc. for SQL Microsoft Enterprise License/Software Assurance Pack and Software Assurance, in an amount not to exceed $634,801 commencing January 26, 2021, through January 25, 2024, and renewable for two additional one-year terms.

 

 

2.

Authorize the Assessor or designee to execute contract with Sidepath for hardware refresh for Assessment Tax System II and purchase professional services covering logistics and insured transportation of equipment for relocation in an amount not to exceed $416,053 commencing January 26, 2021, through January 25, 2022.

 

 

 

 

SUMMARY:

 

Approval of both Sidepath and Insight Public Sector Inc. contracts will allow the Orange County Assessor Department to competitively acquire Dell computer hardware equipment at an approved statewide discounted price in order to refresh its end-of-life computer hardware for the Assessment Tax System required to ensure continued operation of the Assessor Department and to produce the Assessment Rolls.

 

 

 

 

BACKGROUND INFORMATION:

 

The State of Minnesota entered into a contract with Dell Marketing L.P. (Dell) for the purchase of computer equipment (e.g., servers, storage, peripherals and related services), for the term of April 1, 2015 through July 31, 2021, providing discounted products and services. The County Procurement Office authorized all County departments to pursue a subordinate contract with Dell, with Board of Supervisors approval.

 

The Assessment Tax System (ATS II) was deployed to production in August 2011, and used to develop and deliver the Annual Roll of Values for FY 2012-13 to present. ATS II enables the Assessor to provide assessment services to the citizens of Orange County, to value all legally assessable property with uniformity and impartiality, produce Assessment Rolls on schedules, comply with the laws of the State of California and help property owners understand their property valuations.

 

In FY 2014-15, the Assessor Department (Assessor) with Orange County Information Technology (OCIT) completed an upgrade and refresh of the hardware and operation system platform for ATS II that addresses end-of-life equipment and outdated system software due to migrating from a 32-bit to a 64-bit environment to help improve performance,  security of operations and data in these systems.

 

The Assessor is planning a refresh of the hardware and operation system platform for ATS II that addresses end-of-life computer equipment and outdated system software for implementation in June 2021. The team, comprised of staff from the Assessor, OCIT and Sidepath, will be responsible for developing the plan and hardware specifications. The refresh is critical to ensure continued operation of the ATS II platform. This contract does not currently include subcontractors or pass through to other providers.  See Attachment D for Sidepath Contract Summary Form.

 

The Insight Public Sector Inc. contract includes the license and software assurance pack for the initial year of the contract as well as software assurance in the amount of $88,810 for each of the next two years.  This contract currently include subcontractors or pass through to other providers.  See Attachment C for Insight Public Sector Inc. Contract Summary Form.

 

Commencement of both of these contracts would start after Board approval.  Neither contract includes subcontractors or pass through to other providers.  Please see Attachments C and D for the Contract Summary Forms.

 

The overall scope of the work for the ATS II project is organized according to the Assessor assessment and valuation business needs and support to the infrastructure for ATS II and interfacing systems. Assessor business functions are accomplished across the Unsecured, Secured and Supplemental Rolls and numerous Roll supporting functions. Infrastructure based functions include User Interface, Workflow, Security, Database and External Interfaces supporting Inputs and Outputs. ATS II will need to continue the current support to the operation and changes of mainframe flat file interfaces with the Auditor-Controller, Treasurer-Tax Collector and the Clerk of the Board. 

 

The scope of work for this agreement is under the direction of the Assessor coordinating with OCIT and will be managed by the Assessor Computer Systems Division Manager with support from an in-house core technical and production support teams. The contract staff reports to the Assessor Computer Systems Division Manager. The Assessor Management Services provides all necessary contract administration support for this contract.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for Contracts are included in Fund 100, Budget Control 002, FY 2020-21 Budget and will be included in the budgeting process for future years. 

 

The contract language allows the County to terminate the ATS II hardware refresh project within 30 days, without penalty, if approved funding or appropriations are not forthcoming.
