Approve amendment 2 to Lease Agreement with Strawberry Farms Golf Club, LLC to extend lease term, modify percentage rents, require completion of capital improvements and control of non-native invasive plants, and delete options to purchase leasehold interest; approve Consent to Encumbrance of maximum loan amount ($9,000,000); authorize Chief Real Estate Officer or designee to negotiate, approve and execute Amended and Restated Concession Management Agreement with Irvine Ranch Water District and execute Consent to Encumbrance, related documents and subsequent amendments under certain conditions; and make California Environmental Quality Act (CEQA) exemption findings under CEQA guidelines Section 15301 - District 5

Approve FY 2023-24 Year-End Budget Report; approverelated budget adjustments; and receive and file FY 2023-24 Charitable Organization Summary Report - All Districts (R.A. 1, 3 and 4 requires 4/5 of the members present)

Approve FY 2024-25 September Budget Update report; approve related budget adjustments; amend master position control; approve addition and revision of events to the FY 2024-25 County Event Calendar and make related findings per Government Code Section 26227; direct Auditor-Controller to make payments for Juvenile Justice Crime Prevention Act projects and programs; approve new and revised title codes, title descriptions, classification specifications, and revised salary schedules and set or adjust pay grades and recruiting steps for various positions as summarized, effective 10/4/24; delete obsolete classifications from all plan documents; and approve and adopt related Side Letter Agreements with International Union of Operating Engineers, Local 501 - All Districts (R.A.s 1 and 2 require 4/5 of the members present)
