Acting as the Board of Supervisors and Orange County Flood Control District - Public Hearing to consider first reading of "An Ordinance of the County of Orange, California Amending Section 1-4-13 Article 2, Division 4, of Title 1 of the Orange County Codified Ordinances Regarding Duties of Purchasing Agent - Specific"; set second reading and adoption for 8/27/19, 9:30 a.m.; adopt resolution authorizing Directors, County officials or designees from OC Public Works, Sheriff-Coroner and John Wayne Airport to advertise bids for performance of public projects under certain conditions; approve 2019 Design and Construction Procurement Policy Manual amending key procurement policies; and authorize Director or designee to execute and implement 2019 Design and Construction Procurement Policy Manual incorporating all revised policies - All Districts
