This agenda contains a brief description of each item to be considered. Except as provided by law, no action shall be taken on any item not appearing in the agenda.  To speak on an item, complete a Speaker Request Form(s) and deposit the completed form in the box to the left of the podium. Prior to the Consent and Discussion Calendars, and during the Public Comments portion of the meeting, a member of the public may address the Board on any (or multiple) items on the agenda (excluding public hearings) or on any issue that is within the subject matter jurisdiction of the Board. This is the only opportunity for public input except for scheduled public hearing items. Speaker request forms must be deposited prior to the end of the public comments portion of the meeting, or, in the event of a public hearing, prior to the start of the public hearing. When addressing the Board, it is requested that you state your name and city of residence for the record.  Members of the public desiring to speak should address the Board as a whole through the Chair.  Comments to individual Supervisors or staff are not permitted.  Speakers are allotted to speak no more than three (3) minutes during public comments and three (3) minutes during a public hearing with twenty (20) minutes cumulative for all speakers, unless extended by the Chair.  Power Point and video presentations must be requested in advance of the meeting through the Clerk.

Adopt resolution making certain findings pertinent to leasing of Orange County Flood Control District property; approve demonstration garden lease with City of Anaheim, 10 year term with option to extend for 15 additional one-year periods ($7,500 each year); make California Environmental Quality Act, and other findings; and authorize Director or designee to perform all activities specified under lease terms - District 3

Approve Change Orders No. B4 and No. B5 with Sukut Construction, LLC for La Pata Avenue Widening Project for additional work to address adverse geological conditions ($6,000,000); and authorize Director or designee to execute Change Orders - District 5

Acting as the Orange County Flood Control District - Approve cooperative agreement MA-080-17010657 with Orange County Civic Center Authority for procurement of San Juan Creek Channel Levee Protection Project Phases 4, 5, and 6, three year term; approve expenditure of funds for agreement between Orange County Civic Center Authority and Ames Construction, Inc. for Construction Manager At-Risk design phase services, three year term ($6,000); approve expenditure of funds to fund a negotiated agreement with Ames Construction, Inc. for construction phase services ($33,000,000); and authorize Chief Engineer to adopt plans, specifications and working details - District 5

Approve Regional Cooperative agreement RCA-017-17010018 with Tevora Business Solutions, Inc. for Cyber Security Assessment and Audit services, 4/11/17 - 4/10/22; authorize Chief Information Officer or designee to execute agreement; authorize County departments to enter into subordinate agreements under Regional Cooperative agreement with Tevora Business Solutions, Inc. ($200,000 per year); and direct CEO, Chief Information Officer, Chief Information Security Officer or designee to work will all County departments to execute subordinate agreements to conduct baseline security assessment by no later than 6/30/18; and direct Chief Information Officer or designee to provide a written report to the Board on state of County cyber security on a bi-annual basis, first report due by 11/14/17 - All Districts

Acting as the Legislative Body of Community Facilities District No. 2017-1 (Village of Esencia) - Adopt resolution certifying election results within Improvement Area No. 1 and Improvement Area No. 2 for levy of special tax, bond indebtedness and issuance of bonds and authorizing filing of validation action; and consider first reading of "Ordinance of the Board of Supervisors of Orange County, California Acting in its Capacity as the Legislative Body of Community Facilities District No. 2017-1 of the County of Orange (Village of Esencia) Authorizing the Levy of Special Taxes within Improvement Area No. 1 and Improvement Area No. 2"; and set second reading and adoption for 4/25/17, 9:30 a.m. - District 5
