Speaker request forms must be deposited prior to the beginning of the consent calendar, the reading of the individual agenda items and/or the beginning of Public Comments.  When addressing the Board, it is requested that you state your name for the record.  Address the Board as a whole through the Chair.  Comments to individual Supervisors or staff are not permitted.  Speakers are limited to three (3) minutes per item with nine (9) minutes cumulative for the entire meeting.  Power Point and video presentations must be requested in advance of the meeting through the Clerk.

Approve agreement MA-060-13010961 with Cerilliant Corporation for purchase of analytical reference standards, 4/1/14 - 3/31/15 ($15,000); renewable for four additional one-year periods; and authorize Purchasing Agent or authorized Deputy to execute agreement - All Districts

Approve amendment 2 to agreement MA-060-13012139 with Galls LLC; assigning to Galls LLC-Quartermaster LLC the contract for supply of uniforms, term ending 7/11/14 ($500; new total $94,000); renewable for three additional one-year periods; and authorize Purchasing Agent or authorized Deputy to execute amendment - All Districts

 

4.

Accept donation from Drug Use Is Life Abuse to fund one Deputy Sheriff I position for one year ($150,000) - All Districts

Approve agreement MA-060-14011360 with Gencore Candeo LTD, dba The Genesis Group, Inc. for offsite support and maintenance for GenGET, NetVista, and Data Warehouse software, 4/23/14 - 4/22/15 ($9,435); renewable for four additional one-year periods; and authorize Purchasing Agent or authorized Deputy to execute agreement - All Districts

 

OC DANA POINT HARBOR

 

6.

Approve plans and specifications and set bid opening for 5/7/14, 2:00 p.m., for Remove and Replace Pedestrian Access Ramps project; and find that Final Environmental Impact Report 591 previously certified by the Board of Supervisors on January 31, 2006, reflects the independent judgment of the County of Orange and satisfies the requirements of California Environmental Quality Act for the proposed project, which is a necessarily included element contemplated as part of the whole of the action - District 5

 

7.

Ratify and accept grant awards from California Department of Parks and Recreation for Abandoned Watercraft Abatement Grant ($10,000) and Vessel Turn-In program grant ($5,000), FY 13-14 & FY 14-15; and authorize Director or designee to execute grant award agreements and related documents - District 5

 

OC COMMUNITY RESOURCES

 

8.

Acting as the Board of Supervisors and Orange County Housing Authority - Authorize Orange County Housing Authority (OCHA) Executive Director or designee to enter into an agreement with Abt Associates to complete Housing Choice Voucher Program Administrative Fee Study and sign related documents necessary to finalize study; and authorize OCHA to receive and expend funds ($25,900) - All Districts

 

OC PUBLIC WORKS

 

9.

Adopt resolution certifying completion of street improvements, street lights and monumentation required for Tract Map 17381, and authorize release of bond securities to Standard Pacific of Tonner Hills, LLC; and find that the final that Final Environmental Impact Report 581, previously certified by the Board of Supervisors on November 19, 2002, reflects the independent judgement of the County of Orange and satisfies the requirements of the California Environmental Quality Act for Tract Map 17381, the Tonner Hills Planned Community, which is a necessarily included element contemplated as part of the whole of the action - District 4

Approve plans and specifications and set bid opening for 4/23/14, 2:00 p.m., for Foothill Boulevard/Old Foothill Boulevard Sidewalk Improvement Project; and make California Environmental Quality Act findings - District 3

Approve agreement MA-054-14010688 with MYCA Multimedia & Training Solutions, LLC for online Equal Employment Opportunity and Anti-Harassment Training for all non-supervisory/management employees, 4/1/14 - 3/31/16 ($64,125); renewable for one additional two-year term; and authorize Purchasing Agent or authorized Deputy to execute agreement and make monetary increases not to exceed 10% - All Districts

Human Resource Services - Approve agreement with Great-West Retirement Services for administration of County's Internal Revenue Code Section 457(b) defined contribution plan, Section 401(a) retirement plan and Section 3121 extra-help defined contribution plan, the County's "1.62 Defined Contribution Plans" consisting of 457(b) defined contribution plan and a 401(a) match plan, and extra-help defined benefit plan; approve amended and restated 1992 Defined Benefit Retirement Plan; and authorize Assistant Human Resources Officer/Employee Benefits or designee as Plan Administrator to administer plans, negotiate and execute underlying agreements necessary for proper function and to make changes under certain conditions - All Districts
