RECOMMENDED ACTION(S):

 

 

1.

Approve the Memorandum of Understanding between the County of Orange and the City of Garden Grove for emergency shelter rehabilitation and operations for the Central Cities Navigation Center efforts to address homelessness.

 

2.

Authorize the Office of Care Coordination, Director or authorized designee to execute the Memorandum of Understanding as referenced in the Recommended Action above.

 

 

 

 

 

SUMMARY:

 

Approval of the Memorandum of Understanding between the County of Orange and the City of Garden Grove will support rehabilitation and day to day operations of the Central Cities Navigation Center to serve individuals experiencing homelessness in the cities of Garden Grove, Westminster and Fountain Valley.

 

 

 

BACKGROUND INFORMATION:

 

The County Executive Office (CEO) Office of Care Coordination has been working with the City of Garden Grove (City) to assist and address issues related to homelessness within the City’s jurisdiction. To that end, the City, in partnership with the Cities of Fountain Valley and Westminster, has identified the need to build and operate a new year-round navigation center called the Central Cities Navigation Center (CCNC), located at 13871 West Street in Garden Grove (site). The CCNC will provide up to 100 emergency shelter beds and wrap around supportive services to adult individuals, ages 18 and older, experiencing homelessness in the cities of Garden Grove, Fountain Valley, and Westminster. Additionally, the City has entered a Memorandum of Understanding with the Cities of Fountain Valley and Westminster to support the joint financing, operations and provision of services at the CCNC.

 

The County of Orange (County) has agreed to provide funding to the City to support the needed rehabilitation and shelter operations of the CCNC. The County will provide the City with a onetime payment of $5.3 million to be used for the renovation and rehabilitation and/or construction of the identified site. In addition, the County will support the operations of the CCNC by providing $625,000 on an annual basis for the next ten (10) years for a total of $6.25 million. The City has agreed to operate its respective site as a low barrier year-round navigation center for a minimum of ten (10) years.

 

The CEO’s Office of Care Coordination has worked with the City on the development of the Memorandum of Understanding (MOU) for emergency shelter operations for the CCNC site. The MOU outlines the activities to be funded, including funding for rehabilitation of the site, funding to support day to day operations, and the responsibilities of the City and County. Additionally, the MOU details that the CCNC must operate in accordance with the Orange County’s Standards of Care for Emergency Shelter Providers, a comprehensive set of administrative, operational, and facility-based standards designed to support the quality and consistency of program operations, evidence-based participant services, core organizational and administrative functions, and facility design and operations. The MOU contains standard County language reviewed and approved to form by County Counsel.

 

Approval of the MOU with the City will expand shelter bed capacity to provide key resource and funding that contribute to efforts to address homelessness in the cities of Garden Grove, Fountain Valley and Westminster and support the overall System of Care. By approving the Recommended Actions, the County will be able to support in the operations of a vital homeless service program for individuals experiencing homelessness, have increased access to emergency shelter beds for people experiencing homelessness and support the City’s commitment and effort to address homelessness.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Memorandum of Understanding will be included in the CEO, Budget Control 017 FY 2022-23 Mid-Year Budget Adjustment Report and will be included in the budgeting process for the future years.
