Receive and file the 2024 Strategic Financial Plan.

Receive and file the OC CARES Annual Report for Fiscal Year 2023-24.

Approve and adopt revised Bylaws for the Orange County Criminal Justice Coordinating Council to clarify Council’s Chair and Vice Chair roles, review process for future Bylaw revisions, and other minor administrative changes to ensure consistency with other County committee Bylaws.

 

 

 

 

 

SUMMARY:

 

Strategic Financial Plan

 

The Strategic Financial Plan provides the Board of Supervisors, members of the public, County departments and other interested parties with a long-term operational linkage between the County’s Strategic Financial Plan and the annual budget process.  The Strategic Financial Plan provides a tool for evaluating the possible impact of policy decisions related to General Fund Operations, capital requirements and strategic priorities.

 

OC CARES Annual Report

 

The OC CARES Annual Report for Fiscal Year 2023-24 summarizes the achievements and progress made towards implementation of the 2025 Vision Report.

 

Orange County Criminal Justice Coordinating Council Revised Bylaws

The Bylaws for the Orange County Criminal Justice Coordinating Council (OCCJCC) have been revised to provide clarification on Council's roles, review process for future revisions, and other minor administrative changes.

OC CARES Annual Report

 

On October 22, 2019, the Board of Supervisors received the Community Correction’s System: Integrated Services 2025 Vision Report, which serves as the action plan for the County to reform the criminal justice system by prioritizing behavioral health prevention and services, in-custody and post-custody reentry efforts and collaborating with the courts and other stakeholders to strengthen the Community Corrections System of Care. The Orange County Criminal Justice Coordinating Council provides oversight on the implementation of the goals and action items outlined in the report and progress is tracked and reported quarterly.  The OC CARES system links the various systems of care in the County of Orange to provide full care coordination and services.  The Integrated Services 2025 Vision implementation plan was revised last year to OC CARES: Justice through Prevention and Intervention. The OC CARES 2025 Vision Annual Report for FY 2023-24 summarizes the achievements and progress made towards implementation.  All related priorities, action items, targets and outcomes have been incorporated into the County’s 2024 Strategic Financial Plan.

 

Orange County Criminal Justice Coordinating Council Revised Bylaws

The Orange County Criminal Justice Coordinating Council (OCCJCC) was created and authorized by the Board of Supervisors in November of 1994, Resolution 94-1243. On February 6, 2001, the Board of Supervisors rescinded Resolution 94-1243 and re-established and re-organized the OCCJCC by Resolution 2001-38. The purpose of the OCCJCC is to work with the County to improve public safety on behalf of Orange County residents, through greater inter-agency communication, coordination and collaboration regarding law enforcement and administration of justice issues. On August 16, 2024, the OCCJCC held a regularly scheduled meeting and voted in favor of the proposed revised Bylaws for Board of Supervisors approval. The revisions included updating the mailing address, removing reference to location, changing from co-chairs to Chair & Vice-Chair model, and other minor administrative changes to align with other similar councils and committees.
