RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or Deputized designee to execute Amendment One to renew Contract with MRI Software LLC for public housing agency software system, effective February 1, 2025, through January 31, 2027, in the amount of $374,124, for a revised cumulative total amount not to exceed $890,179.

 

 

 

SUMMARY:

 

Approval of the Contract renewal with MRI Software LLC for Public Housing Authority Agency Software System will support the Orange County Housing Authority in continuing to efficiently provide rental assistance through timely landlord payments and accurate reporting to the U.S. Department of Housing and Urban Development.

 

 

BACKGROUND INFORMATION:

 

The Orange County Housing Authority (OCHA) provides housing assistance for more than 13,500 households (approximately 25,000 people) per month residing in 31 cities, using federal funds from U.S. Housing and Urban Development (HUD). OCHA utilizes a public housing authority agency software system to provide rental assistance, make landlord payments and prepare accurate reporting for HUD.

 

On January 25, 2022, after a competitive procurement process, the Board of Supervisors (Board) approved the selection and execution of Contract MA-012-22010839 (Contract) with MRI Software LLC (MRI) for the purchase of a Public Housing Agency Software System, effective February 1, 2022, through January 31, 2025, in an amount not to exceed $516,055 with the option to renew.

 

MRI is a leading provider of innovative real estate and investment management software, offering solutions to property management firms for managing housing communities subsidized by HUD and public housing programs, as well as properties developed and financed with low-income housing tax credits.

 

OCHA is now requesting the Board renew the Contract with MRI for the Public Housing Authority Agency Software System. Prior to Contract expiration, the Department plans to issue a solicitation to continue services.

 

The Contract contains limitation of liability, indemnification language, choice of law, confidentiality and insurance requirements that deviate from the County’s standard provisions. Risk Management has reviewed the provisions and found the Contract to be acceptable.

 

The Contractor does not currently include subcontractors or pass through to other providers. See Attachment B for Contract Summary Form. The Contractor’s performance has been confirmed as satisfactory. OC Community Resources/OCHA has verified there are no concerns that must be addressed with respect to Contractor’s ownership/name, litigation status or conflicts with County interests. The Orange County Preference Policy is not applicable to this Contract renewal.

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract are included in OC Housing Fund 15F FY 2024-25 Budget and will be included in the budgeting process for future years.

 

The proposed Contract renewal includes a provision stating the Contract is subject to, and contingent upon, applicable budgetary appropriations approved by the Board for each fiscal year during the term of the Contract. If such appropriations are not approved, the Contract may be immediately terminated without penalty to the County.
