RECOMMENDED ACTION(S):

 

 

1. Authorize the County Procurement Officer or Deputized designee, to execute Amendment Two to renew and amend Contract with Waymakers for the provision of Outreach, Support and Education services, effective January 13, 2025, to January 12, 2026, in an amount not to exceed $297,000 for a revised cumulative total amount not to exceed $1,188,000, renewable for one additional one-year term.

 

2. Authorize County Procurement Officer or Deputized designee to execute a future Administrative Amendment to the Contract to add the Orange County Juvenile Justice Coordinating Council program outcome reporting requirements.

 

 

 

 

SUMMARY:

 

Approval of Amendment Two to the Waymakers Outreach Contract will assist families in navigating through the adjudication process and provide resources and tools to assist in successful completion of probation and reintegration into society.

 

 

 

BACKGROUND INFORMATION:

 

The Outreach program provides support and education services to parents, guardians, adult family members and minor siblings of youth who are pre-adjudicated and adjudicated wards of the Juvenile Court or housed in a juvenile facility. Services include family support and information, parent outreach and education, parent and teen conjoint programs, parent mentoring, ongoing support and system navigation.

 

On March 22, 2021, the Orange County Probation Department (Probation) released an RFP via the County’s online bidding system to solicit proposals from interested parties to provide outreach, support and education services. Probation received eight proposals, with one being qualified for the Orange County Preference Policy (OCPP). The contract was not awarded to an OCPP qualified vendor under the Local Small Business preference policy receiving a five percent point advantage. Based on the final scoring from the evaluation panel, the contract was recommended to be awarded to Waymakers.

 

On December 7, 2021, the Board approved a new contract with Waymakers for the term of January 13, 2022, through January 12, 2025, in the amount not to exceed $891,000, with the option to renew for two additional one-year terms.

 

Performance Outcomes

In Calendar Years (CY) 2022 and 2023, there were a total of 163 parent and youth participants in the four different components of the contract.

Four Program Components

Provide family support and information to help navigate the juvenile justice system

Provide Parent outreach and education to strengthen families

Facilitate a parent and teen conjoint program to help parents and teens improve communication skills to strengthen relationships

Establish a parent and mentor ongoing support program so parent participants learn to mentor newer parent participants

 

One of the primary goals of the program is to increase protective factors for families by fifty percent (50%) upon completion compared with the beginning of the program. In order to measure improvements of parents/caregivers in the various domains, the Protective Factors Survey was administered at the beginning of the program and again at program completion.

The table below shows that in 2022, the program exceeded the goal of 50% in all the domains of the survey. While the program also achieved increases in CY 2023, some of the domains fell short of the goal of 50%. This was due to a clinician vacancy that lasted four months and resulted in some parents/caregivers not receiving counseling support at the beginning.

Waymakers maintains enrollment of a minimum of 30 unduplicated caregivers of youthful offenders who will participate in services up to a 12-month period.

 

Probation is now requesting Board authorization to execute Amendment Two to renew and amend the Contract with Waymakers for Outreach services, for a one-year term of January 13, 2025, through January 12, 2026, in an amount not to exceed $297,000, for a revised cumulative total of $1,188,000 for the term of January 13, 2022, through January 12, 2026.  This contract is renewable for one additional one-year term.

 

Probation is also requesting approval to execute a future Administrative Amendment to the Contract to add the Orange County Juvenile Justice Coordinating Council program outcome reporting requirements.

 

The contract does not include subcontractors or pass through to other providers. See Attachment B for the Contract Summary Form.

 

The Contractor’s performance has been deemed satisfactory.  Probation has verified there are no concerns that must be addressed with respect to the Contractor’s ownership/name, litigation status or conflicts with the County interests. 

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract are included in Budget Control 057 FY 2024-25 and will be included in the budgeting process for future years. The Contract includes provisions allowing Probation to terminate the Contract, reduce the level of services, and/or renegotiate the levels of services provided, as necessary.
