RECOMMENDED ACTION(S):

 

 

1.

Authorize the County Chief Information Officer or designee to execute Amendment Number 11 to the Master Services Agreement by and between the County of Orange and Science Applications International Corporation for Managed Services Network, Voice and Security Services, to increase the reserved dollars for work orders by $3,600,000 from $15,000,000 to $18,600,000, for a new estimated cumulative agreement total of $215,982,867, and incorporate administrative changes.

 

2.

Authorize the County Chief Information Officer or designee to execute Type 2 Work Order Number NCY7-007 under the contract for Managed Services Network, Voice and Security Services with Science Applications International Corporation, to support migration of the County’s on-premises voice infrastructure to a new cloud calling solution, for the period of January 12, 2026, through January 8, 2027, for a total not to exceed amount of $2,222,126.

 

 

 


 

 

SUMMARY:

 

Authorization to execute the Type 2 Work Order Number NCY7-007 will enable Science Applications International Corporation to support the migration of the County’s on-premises voice infrastructure to a new cloud calling solution and approval of Amendment Number 11 to the Master Services Agreement (MA-017-19010750) with Science Applications International Corporation for Network, Voice and Security Services for administrative updates and to increase the reserved dollars will allow for work orders for information technology services.

 

 

BACKGROUND INFORMATION:

 

The County of Orange currently has a master services agreement with Science Applications International Corporation (SAIC) for network, voice and security services (MA-017-19010750) (NVS Contract). See Attachment B for prior Board of Supervisors (Board) actions for this contract.

 

The contract with SAIC includes provisions that enable the County to purchase additional related services through Work Orders for Optional Work. Type 1 Work Orders are those with a preliminary value to County which is equal to or less than the amount listed in the then current County Contract Policy Manual (CPM) §3.3-102(1)(a) (currently $200,000) and do not require Board approval. Type 2 Work Orders are those with a preliminary value to County which exceeds the amount listed in the then current CPM §3.3-102(1)(a) and require Board approval.

 

Amendment Number 11 to the NVS Contract

Orange County Information Technology (OCIT) is requesting approval of Amendment Number 11 (Attachment A) to: (1) Increase reserved dollars by $3,600,000 to cover the Voice Migration Support Work Order mentioned below and other future Work Orders requested by County departments for projects or resource support; and (2) Incorporate the following administrative changes to the contract:

 

NVS MSA - Adds Section 14.15 (Exhibit 7 Safeguarding Contract Language of IRS Publication 1075);                   updates Section 27.3 to add “Property in Transit”; and updates Section 39 – SAIC’s contact information.

Exhibit D (Functional Service Area Matrix) - Clarifies language regarding John Wayne Airport network support.

Exhibit H.1 (Service Level Requirements Table) - Revises SLR weighting factors to correct previous errors and updates list of tools utilized to support County.

Exhibit K (Key Personnel) - Updates key personnel staff.

Exhibit P.2 (Pricing Limits) - Increases the Reserved Dollars for Optional Work by $3.6M for a new total of $18.6M.

Exhibit P.9 (Termination Transition Services Pricing) - Updates the Monthly Termination Assistance Services Not-To-Exceed Amounts.

Exhibit W (County Policies, Procedures, and Guidelines) - Adds “Generative AI Policy”.

 

Type 2 Work Order for Voice Migration Support

The County has been utilizing a Cisco on-premises voice solution for over ten years, covering over 16,000 users/devices at over 190 locations around the County. OCIT has been assessing numerous alternative cloud-based voice solutions with the goal of increasing functionalities, enhancing availability, and reducing operational support while providing the County with modern collaboration tools to meet evolving business needs.  Migrating the County’s voice system to the cloud will also result in cost savings and cost avoidance. 

 

After extensive research and evaluation, OCIT is recommending that the County move from the Cisco on-premises voice solution to Cisco Webex cloud calling infrastructure. This solution was chosen primarily due to Cisco’s thorough implementation proposal, exhibiting confidence that the vendor will fully support the engagement end-to-end.  Cisco Webex is recognized by Gartner as a Magic Quadrant leader in Unified Communications as a Service (UCaaS). (See Attachment E – Magic Quadrant for Unified Communications as a Service).  The County would be able to retain all existing phone numbers, with minimal impacts on end-users. Furthermore, Cisco Webex will be integrated with the Microsoft Teams interface for ease of use, and this configuration provides the County with a more resilient cloud calling experience compared to a Teams only solution since Webex cloud calling would still be operational should there be any issue with Teams.

 

In addition, Cisco also offered to renew the current on-premises licenses for 18 months at no additional cost to the County to cover the transition period.  This is a savings of over $2M, a cost that the County would need to bear should we choose to go with another solution. The proposed Work Order covers the one-time cost for SAIC to partner with a third-party vendor to implement and migrate all users to the new voice solution within approximately 12 months, at an estimated cost of $2.2M. Upon completion of the migration, SAIC will be reducing their charges to the County for Voice Services since ongoing operational support for the cloud solution is less labor intensive. Lastly, the County would be able to avoid an estimated $2.8M to refresh existing handsets and over $1.4M to refresh the voice core hardware if it was to continue to stay on the current voice system.

 

The Orange County Preference Policy is not applicable to this contract.

 

The Contractor’s performance has been confirmed as satisfactory. OCIT has verified there are no concerns that must be addressed with respect to Contractor’s ownership/name, litigation status or conflicts with County interests.

 

The Agreement includes subcontractors. See Attachment C for information regarding subcontractors and Contract Summary Form.

 

 

 

FINANCIAL IMPACT:

 

The table below shows the contract value for the NVS Contract, comparing to the previous Amendment Number 10 amounts to the proposed Amendment Number 11. The variance shows an increase of $3,600,000 to the Contract value for Reserved Dollars for Work Orders.

 

 

The not to exceed total for the proposed Type 2 Work Order is $2,222,126 and will be covered by the “Reserved Dollars” for Work Orders.

 

 

Sufficient appropriations for the Work Order will be included in the FY 2025-26 Mid-Year Budget Adjustment for Fund 289, OCIT Countywide Services Fund and will be included in the budgeting process for the future fiscal year. The Contract contains language allowing the County to terminate the agreement, reduce the level of services and/or renegotiate the levels of services to be provided, for any reason, including availability of funding.
