SUMMARY:
Strategic
Financial Plan
The Strategic Financial Plan provides the
Board of Supervisors, members of the public, County departments and other
interested parties with a long-term operational linkage between the County’s
Strategic Financial Plan and the annual budget process. The Strategic Financial Plan provides a tool
for evaluating the possible impact of policy decisions related to General Fund
Operations, capital requirements and strategic priorities.
OC CARES Annual
Report
The OC CARES Annual Report for Fiscal Year
2024-25 summarizes the achievements and progress made towards implementation of
the 2025 Vision Report.
Real Estate Development Policy
The County's Real Estate Development
Policy is being established to provide a framework for the strategic
development and monetization of underutilized or surplus County-owned real
property through public private partnerships with the private sector.
Orange County Investment Policy
The Orange County Investment Policy
provides the structure for the prudent investment of the County of Orange funds
and other depositors in the County Treasury.

OC CARES Annual
Report
On October 22, 2019, the Board of
Supervisors received the Community Correction’s System: Integrated Services
2025 Vision Report, which serves as the action plan for the County to reform
the criminal justice system by prioritizing behavioral health prevention and
services, in-custody and post-custody reentry efforts and collaborating with
the courts and other stakeholders to strengthen the Community Corrections
System of Care. The Orange County Criminal Justice Coordinating Council
provides oversight on the implementation of the goals and action items outlined
in the report and progress is tracked and reported quarterly. The OC
CARES system links the various systems of care in the County of Orange to
provide full care coordination and services.
The Integrated Services 2025 Vision implementation plan was revised last
year to OC CARES: Justice through Prevention and Intervention. The OC CARES
2025 Vision Annual Report for FY 2024-25 summarizes the achievements and
progress made towards implementation.
All related priorities, action items, targets and outcomes have been
incorporated into the County’s 2025 Strategic Financial Plan.
Real Estate Development Policy
The Real Estate Development Policy is
intended to guide the evaluation, planning and implementation of development
projects on County-owned land that leverage private investment while advancing
County priorities for fiscal sustainability, community development and
equitable access to housing. Refer to the Purpose
section of the Real Estate Development Policy, Attachment C, for additional
background information.
Orange County Investment Policy
The Policy is prepared in accordance with
California State law and based on prudent money management practices. The
primary goal is to invest public funds in a manner that will provide the
maximum security of principal invested with secondary emphasis on providing
adequate liquidity to pool participants and lastly to achieve a market rate of
return within the parameters of prudent risk management while conforming to all
applicable statutes and resolutions governing the investment of public funds.
