RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or Deputized Designee to execute Amendment Four to renew and amend Contract with Waymakers for the provision of Outreach, Support and Education services, effective January 13, 2026, to January 12, 2027, in an amount not to exceed $297,000 for a revised cumulative total amount not to exceed $1,485,000.

 

 

 

 

SUMMARY:

 

Approval of Amendment Four to the Waymakers Outreach Contract will assist families in navigating through the adjudication process and provide resources and tools to assist in successful completion of probation and reintegration into society.

 

 


 

 

BACKGROUND INFORMATION:

 

The Outreach program provides support and education services to parents, guardians, adult family members and minor siblings of youth who are pre-adjudicated and adjudicated wards of the Juvenile Court or housed in a juvenile facility; under the supervision of the Orange County Probation Department (Probation). Services include family support and information, parent outreach and education, parent and teen conjoint programs, parent mentoring, ongoing support and system navigation.

Performance Outcomes

In Calendar Years (CY) 2022, 2023, and 2024 there were a total of 298 parent and youth participants in the four different components of the contract, which are shown in the table below.

Four Program Components

Provide family support and information to help navigate the juvenile justice system

Provide Parent outreach and education to strengthen families

Facilitate a parent and teen conjoint program to help parents and teens improve communication skills to strengthen relationships

Establish a parent and mentor ongoing support program so parent participants learn to mentor newer parent participants

 

One of the primary goals of the program is to increase protective factors for families by seventy-five percent (75%) upon completion compared with the beginning of the program. In order to measure improvements of parents/caregivers in the various domains, the Protective Factors Survey was administered at the beginning of the program and again at program completion. The survey included the five specific domains listed in the table below.

 

The table below shows that in 2022, the program met or exceeded the goal of a 75% positive improvement in each of the five domains.  While the program also achieved an increase in the Satisfaction with Services category in CY 2023, some of the domains fell short of the goal of 75%. This was due to a clinician vacancy that lasted four months and resulted in some parents/caregivers not receiving counseling support at the beginning. Due to the nature of the services provided, the onboarding process for new clinicians can take several months to complete including background investigation requirements.  The County only incurs costs for services delivered, as a result, during the vacancy, the County did not incur any costs associated with the vacancy.  In CY 2024, the program exceeded the goal of 75% in all the domains of the survey.

*Waymakers maintains enrollment of a minimum of 30 caregivers of youth offenders who will participate in services up to a 12-month period. In CY 2024, Waymakers enrolled 73 caregivers that supported 62 youth offenders.

 

These outcomes were driven by increased programming and services provided by Waymakers. From CY 2023 to CY 2024, the number of case management sessions doubled from 1,511 to 3,003; there were 193 more enrichment activities in CY 2024 (from 607 in CY 2023 to 800 in CY 2024); and counseling hours provided to youth and their families increased by 442% (from 66 in CY 2023 to 358 in CY 2024). 

 

Probation is now requesting Board approval of Amendment Four to renew the Contract with Waymakers for Outreach services, for a one-year term of January 13, 2026, through January 12, 2027, in an amount not to exceed $297,000, for a revised cumulative total of $1,485,000.  If approved, this amendment will be the final renewal term for the Contract. Prior to the Contract’s expiration, Probation plans to solicit to continue these services through the County’s online bidding system in February 2026. This contract is being brought before the Board less than 30 days before the contract start date, due to an extended review period of the program data and metrics by Probation, which delayed the submission of the Agenda Staff Report.

 

The contract does not include subcontractors or pass through to other providers. See Attachment B for the Contract Summary Form. The Contractor’s performance has been deemed satisfactory. Probation has verified there are no concerns that must be addressed with respect to the Contractor’s ownership/name, litigation status or conflicts with the County interests. The appropriate due diligence has been conducted and Waymakers has been verified to be in good standing.

 

 

 

FINANCIAL IMPACT:

 

Appropriations and revenue offset for this Contract are included in Budget Control 057 FY 2025-26 and will be included in the budgeting process for future years. The Contract includes provisions allowing Probation to terminate the Contract, reduce the level of services, and/or renegotiate the levels of services provided, as necessary.
