RECOMMENDED ACTION(S):

 

 

1.

Approve the Contract with the City of Costa Mesa for Capital Funding for Homeless Service Programs, for the term of December 15, 2020, through June 30, 2021, for an amount not to exceed $2,529,126.

 

2.

Approve the Contract with the Covenant House California for Capital Funding for Homeless Service Programs, for the term of December 15, 2020, through June 30, 2022, for an amount not to exceed $650,000.

 

3.

Pursuant to Contract Policy Manual Section 3.4-114, authorize the County Procurement Officer or authorized Deputy to exercise a contingency contract cost increase, not to exceed a total of 10 percent of the contract amounts for the first year of the contracts, for the entire term of the Contracts, including renewals, and within the scope of work set forth in the contracts. The use of this contingency contract cost increase is subject to approval requirements established by the County Procurement Officer.

 

4.

Authorize the County Procurement Officer or authorized Deputy to execute the Contracts with the City of Costa Mesa and Covenant House California as referenced in the Recommended Action above.

 

 

 

 

SUMMARY:

 

Approval of the Contracts with the City of Costa Mesa and Covenant House California for Capital Improvement Projects for Homeless Service Programs will expand the Orange County System of Care’s capacity to provide emergency shelter and provide youth-specific programming to those experiencing homelessness.

 

 

 

BACKGROUND INFORMATION:

 

The Homeless Housing, Assistance and Prevention (HHAP) Program was established by the State of California to provide Continuums of Care (CoC) and local governments with block grant funds to support regional coordination and build local capacity to address homelessness in their communities. HHAP program eligible activities include: emergency services, rental assistance, rapid rehousing, operating subsidies, landlord incentives, capital projects for delivery of permanent housing, navigation centers and emergency shelters, along with a required eight percent set aside for youth-specific programming.

 

On January 28, 2020, your Honorable Board of Supervisors (Board) authorized the Health Care Agency (HCA) to submit a grant application for HHAP in the amount of $8,081,115.98. On November 17, 2020, the Board approved the acceptance of the grant award and authorization to execute standard agreements and contracts for HHAP program funds.

 

During the Orange County CoC Board meeting on March 25, 2020, the Orange County CoC Board designated the County of Orange (County) as the Administrative Entity for this HHAP funding. On April 29, 2020, the Orange County CoC Board approved the release of a Request For Proposals (RFP) to solicit proposals for capitals improvement projects to be funded through HHAP program. Pending the outcome of the RFP, the Orange County CoC will allocate remaining HHAP funding through a separate solicitation process.

 

On June 25, 2020, HCA issued a RFP to seek qualified providers for Capital Funding for Homeless Service Programs. There were three respondents to the RFP. An evaluation panel consisting of two HCA representatives and three non-HCA representatives evaluated the proposals and recommended award of contracts to the City of Costa Mesa and Covenant House California. HCA has completed successful negotiations with the providers and recommends award of contracts to the City of Costa Mesa and Covenant House California.

 

HCA staff have conducted due diligence on the vendors. For the City of Costa Mesa, reference checks were satisfactory and completed with the City of Santa Ana, Kingdom Causes, Inc. dba City Net and Mercy House Living Centers. For Covenant House California, reference checks were satisfactory and completed with the Los Angeles Homeless Services Authority, the Los Angeles County Department of Mental Health and the California Department of Health & Human Services. 

 

The Orange County CoC Board approved the recommended Homeless Service Programs to receive capital funding from the HHAP program at the November 18, 2020, meeting of the CoC Board.

 

The Contract with the City of Costa Mesa for Capital Improvement Projects for Homeless Service Program will support the development of an emergency shelter program located at 3175 Airway Avenue in the City of Costa Mesa, California, 92626. The emergency shelter will feature a total of 72 beds, 69 beds for individuals experiencing homelessness and three beds available for quarantine/isolation. The emergency shelter will prioritize referrals from the Central Service Planning Area, including County agencies and contracted providers. Capital improvements are expected to be completed by January 2021 and emergency shelter operations will begin by April 2021.

 

The Contract with Covenant House California for Capital Improvement Projects for Homeless Service Program will support the development of emergency shelter program located at 632 N. East Street in the City of Anaheim, California, 92805. The emergency shelter will feature 25 beds for transitional-age youth (ages 18 to 24) experiencing homelessness. Capital improvements are expected to be completed by March 2021 and emergency shelter operations will begin by June 2021.  This contract does not currently include subcontractors or pass through to other providers. See Attachment C and Attachment D for Contract Summary Form

 

Approval of the Contracts with the City of Costa Mesa and Covenant House California for Capital Improvement Projects for Homeless Service Program will expand the Orange County System of Care with additional shelter programs. By approving this item, the County will gain vital infrastructure for needed emergency shelter beds for individuals and transitional age youth experiencing homelessness.

 

Due to the urgency of this funding and timeframe for the capital improvements to be completed, these contracts are submitted to the Board less than 30 days prior to the start of the contracts.  The contracts with the City of Costa Mesa and Covenant House California have an expedited timeframe for completion of capital improvements from what was originally detailed in the RFP. Delaying approval of these contracts will impact the timeframe for capital projects to be completed and the availability of 98 emergency shelter beds. The HHAP grant and funding allocations compliment the Board’s direction and recent efforts to develop the Orange County System of Care for those experiencing homelessness.

 

HCA requests the Board to approve the Contracts with the City of Costa Mesa and Covenant House California as referenced in the Recommended Actions above.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for these Contracts are included in Budget Control 042 FY 2020-21 Budget and will be included in the budgeting process for future years.  Should services need to be reduced or terminated due to lack of funding, the Contracts contain language that allows HCA to give a 30-day notice to either terminate or renegotiate the level of services to be provided. The notice will allow HCA adequate time to transition or terminate services to clients, if necessary.
