RECOMMENDED ACTION(S):

 

 

1.

Find the Traffic Committee Reports are exempt from the provisions of CEQA pursuant to Guidelines Section 15061(b)(3) since the Traffic Committee Reports have no potential for causing any significant effect on the environment.

 

2.

Approve the Orange County Traffic Committee Report of September 16, 2021- Item A.

 

3.

Adopt a Resolution to rename the Street of the Golden Lantern, south of Dana Point Harbor Drive, as Harbor Way.

 

4.

Approve the Orange County Traffic Committee Report of September 16, 2021- Item B.

 

5.

Adopt a Resolution to adopt the Transportation Implementation Manual 2021.

 

 

 

 

SUMMARY:

 

Approving the Orange County Traffic Committee Reports and adopting Resolutions to rename the Street of the Golden Lantern, south of Dana Point Harbor Drive, as Harbor Way and to adopt the Transportation Implementation Manual 2021 will improve traffic safety.

 

 

 

BACKGROUND INFORMATION:

 

At the September 16, 2021, Orange County Traffic Committee (Committee) meeting, the following items were agendized and discussed:

 

Item A (Street Name Change)

OC Public Works recommends renaming a portion of the Street of the Golden Lantern to Harbor Way. South of Dana Point Harbor Drive, the Street of the Golden Lantern transitions into a private road, which is leased and maintained by Dana Point Harbor Partners, LLC. The request is to change the name of this 750-foot long roadway segment from the Street of the Golden Lantern to Harbor Way. The proposed street name of Harbor Way was approved by the Orange County Sheriff’s Department, Orange County Fire Authority and the United States Postal Service.

 

The Notice of Public Hearing was posted at several locations on site for ten days prior to the September 16, 2021, Committee meeting, which was open to the public. There were no public comments received prior to or at the Committee meeting. At the Committee meeting, the Committee unanimously voted to approve renaming the Street of the Golden Lantern, south of Dana Point Harbor Drive, to Harbor Way.

 

Item B (Transportation Implementation Manual 2021)

On November 17, 2020, by Resolution No. 20-162, the Board of Supervisors (Board) adopted the 2020 Updated Transportation Implementation Manual (2020 Manual), which incorporated Guidelines for Evaluating Vehicle Miles Traveled (VMT) under CEQA. Senate Bill (SB) 743 requires the analysis of transportation impacts for CEQA documents using VMT as the method to measure impacts. The Board also approved deleting the 2020 Manual as an appendix to the General Plan. It was recommended that the 2020 Manual be further updated by OC Public Works as a stand-alone document. The proposed revision of the 2020 Manual is intended to reflect the changes in County of Orange traffic engineering practices since 2012 and SB 743, which became effective July 1, 2020.

 

During the development of the revision to the 2020 Manual, OC Public Works solicited public comments through the Development Processing Review Committee (DPRC), which reviewed and provided comments. All comments were addressed before the Transportation Implementation Manual 2021 (Manual 2021) was finalized. On September 1, 2021, OC Public Works presented the final Manual 2021 at the DPRC meeting. 

 

On September 16, 2021, OC Public Works presented the document before the Committee, which unanimously voted to approve to adopt the Manual 2021. OC Public Works is recommending the Board approve the Traffic Committee Reports of September 16, 2021, Items A and B and adopt a Resolution to adopt the Transportation Implementation Manual 2021.

 

Compliance with CEQA: The proposed action is exempt from CEQA since there is no possibility that the project or activity to be carried out may have a significant effect on the environment. Approving the Traffic Committee Reports for September 16, 2021, and adopting a Resolution to rename the Street of the Golden Lantern, south of Dana Point Harbor Drive, as Harbor Way and approval of the Resolution adopting the Manual 2021 have no potential to cause any significant effect on the environment.
