RECOMMENDED ACTION(S):

 

 

1.

Find the project is categorically exempt from CEQA, Class 1 (Existing Facilities) pursuant to CEQA Guidelines, Section 15301.

 

2.

Approve the Orange County Traffic Committee Report of July 15, 2021- Item A.

 

3.

Adopt a Resolution to name the existing private street within Assessor Parcel Numbers 856-052-12 and 856-052-18 as Murphy Lane.

 

4.

Approve the Orange County Traffic Committee Report of July 15, 2021- Item B.

 

5.

Adopt a Resolution to establish an all-way stop control at the intersection of Foothill Boulevard and Skyline Drive.

 

 

 

 

SUMMARY:

 

Approving the Orange County Traffic Committee Reports and adopting Resolutions to name the existing private street within Assessor Parcel Numbers 856-052-12 and 856-052-18 as Murphy Lane and to establish an all-way stop control at the intersection of Foothill Boulevard and Skyline Drive will support traffic safety.

 

 

 

BACKGROUND INFORMATION:

 

At the July 15, 2021, Orange County Traffic Committee (Committee) meeting the following items were agendized and discussed:

 

Item A (Murphy Lane)

OC Public Works was contacted regarding a resident’s request to name an existing private street within Assessor Parcel Numbers (APN) 856-052-12 and 856-052-18 (Parcels). The resident is the owner of APN 856-052-18 and resides within it. The resident’s neighbor is the owner of APN 856-052-12. Both the resident and neighbor consented to naming the existing private street as Murphy Lane. The resident is requesting to name the existing private street in order to assign an address to his residence. This request is an extension of Southern California Edison and the Orange County Fire Authority’s (OCFA) prerequisite that the resident has an address assigned to his property. The proposed street name of Murphy Lane was approved by the Orange County Sheriff’s Department, OCFA and the United States Postal Service.

 

At the July 15, 2021, Committee meeting, the Committee unanimously voted to approve naming the existing private street as Murphy Lane.

 

Item B (Foothill Boulevard and Skyline Drive)

 

OC Public Works was contacted by a resident requesting installation of a stop sign at the intersection of Foothill Boulevard and Skyline Drive (Intersection). The resident stated that making a left turn movement was difficult at the Intersection due to a sight distance issue caused by the road’s geometry. The Intersection has three legs and is located in the middle of a hairpin curve. The three legs are Foothill Boulevard, Skyline Drive and Skyline Drive. Per Board of Supervisors (Board) Resolution 77-1929, adopted December 13, 1977, there is an existing stop sign on Skyline Drive to assign traffic right-of-way and to ensure that through traffic movement would be in an orderly manner at the Intersection.

 

OC Public Works conducted a field investigation and traffic study for the Intersection. The traffic data collected from the Intersection did not pass the all-way stop warrant. However, the existing road geometry showed that there is a sight distance issue, where drivers have difficulty seeing oncoming traffic from Foothill Boulevard when initiating a left turn movement from Skyline Drive to Skyline Drive. The California Manual on Uniform Traffic Control Devices, dated March 30, 2021, advocates the all-way stop control in this situation due to the sight issue. Also, surveys were sent out to nearby residents in order understand the community’s perspective on this matter. From the 198 surveys and letters mailed out, 41 responses were received. From the 41 responses, 32 residents agreed with the additional stop signs and 9 residents disagreed with the additional stop signs. The traffic study, field observations and community’s perspective resulted in a recommendation to establish an all-way stop control at the Intersection.

 

At the July 15, 2021, Committee meeting, the Committee unanimously voted to approve the proposed all-way stop control at the Intersection. The approximate cost to implement the all-way stop control at the intersection is $300.

 

OC Public Works is recommending Board approval of the Committee report of July 2021, and adoption of Resolutions to name existing private street within the Parcels as Murphy Lane and to establish an all-way stop control at the Intersection.

 

 

 

Compliance with CEQA: The proposed project is Categorically Exempt (Class 1) from the provision of CEQA pursuant to Section 15301 because it allows for the maintenance of existing streets involving no expansion of existing use.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for the proposed all-way stop control are included in the FY 2021-2022 Budget for OC Road, Fund 115.
