RECOMMENDED
ACTION(S):
Adopt a Resolution affirming the
County of Orange's commitment to the projects submitted in the 2025 Federal
Transportation Improvement Program for federal FY 2024-25 to federal FY
2029-30.
SUMMARY:
Adoption of the 2025 Federal
Transportation Improvement Program for federal FY 2024-25 to federal FY 2029-30
will allow the County of Orange to continue receiving local, state and federal
funding for road related projects in order to improve transportation
circulation, reduce traffic congestion and improve regional mobility for the
County of Orange residents, businesses and visitors.
BACKGROUND
INFORMATION:
The Federal Transportation
Improvement Program (FTIP) is a federally mandated program of all surface
transportation projects that will receive federal funding, are subject to a
federally required action or are regionally significant in the Southern California
Association of Governments (SCAG) region. As the Metropolitan Planning
Organization for Orange County, SCAG is responsible for developing the FTIP for
submittal to the California Department of Transportation and the federal
funding agencies.
Under state law, OCTA has the local
responsibility of proposing County of Orange (County) projects, using the
current Regional Transportation Plan (RTP) policies, programs and projects as a
guide from submittals by cities and local agencies. The locally prioritized
lists of projects are forwarded to SCAG for review. Following a comprehensive
review of all locally prioritized lists of projects, SCAG develops the FTIP
based on consistency with the current RTP. Orange County Transportation
Authority (OCTA) is updating the FTIP covering Federal FY 2024-25 to Federal FY
2029-30.
The FTIP Resolution recommended for
adoption by the Board of Supervisors (Board) represents the County's commitment
to fund and implement its projects.
Each year, the County develops a 7-Year Capital
Improvement Program (CIP) in preparation of the upcoming fiscal year budget
adoption. Inclusion of a project in the CIP indicates the County plans to
develop and construct the capital improvement project to provide significant
benefits to the residents, businesses and visitors of the County.
On October 27, 2015; January 23, 2018;
November 19, 2019; and January 25, 2022, the Board approved FTIP Resolutions,
including FTIP amendment reports detailing project changes and status.
On June 6, 2023, the Board approved the
CIP for FY 2023-24 to FY 2029-30 and adopted a Resolution for the OCTA Measure
M2 eligibility to support OC Public Works’ mission to deliver roadway, flood
control and active transportation projects necessary to improve public safety, reduce
traffic congestion, improve regional mobility and provide flood protection.
OCTA will develop a comprehensive
list of projects for submittal to SCAG, the State of California Department of
Transportation and the Federal Highway Administration for inclusion in the
FTIP. The following is a list of County projects that are included in the

Compliance
with CEQA:
This action is not a project within the meaning of CEQA Guidelines Section
15378 and is therefore not subject to CEQA since it does not have the potential
for resulting in either a direct physical change in the environment or a
reasonably foreseeable indirect physical change in the environment. The
approval of this agenda item does not commit the County to a definite course of
action in regard to a project since the proposed action is an adoption of a
Resolution of the 2025 FTIP for federal FY 2024-25 to federal FY 2029-30, which
will allow the County to continue receiving local, state and federal funding
for road related projects, all of which has either already undergone
environmental review in compliance with CEQA, is currently undergoing review
under CEQA or will undergo review under CEQA prior to project approval. The
adoption of the Resolution is therefore not subject to CEQA.
