RECOMMENDED ACTION(S):

 

 

1.

Find the project is categorically exempt from the provisions of CEQA, Class 1 (Existing Facilities) pursuant to CEQA Guidelines, Section 15301.

 

2.

Approve the Orange County Traffic Committee Report of September 21, 2023 - Item A.

 

3.

Adopt a Resolution to establish a 30-mile-per-hour speed limit on Modjeska Grade Road between Santiago Canyon Road to Modjeska Canyon Road.

 

 

 

 

SUMMARY:

 

Approving the Orange County Traffic Committee Report and adopting a Resolution to establish a 30-mile-per-hour speed limit on Modjeska Grade Road between Santiago Canyon Road and Modjeska Canyon Road will improve pedestrian and traffic safety.

 

 


 

 

BACKGROUND INFORMATION:

 

At the September 21, 2023, Orange County Traffic Committee (Committee) meeting, the following item was agendized and discussed:

 

Item A (Establish Speed Limit on Modjeska Grade Road)

 

In August 2023, OC Public Works received a request from a resident regarding speeding issues and to establish speed limit signs on Modjeska Grade Road. In response, OC Public Works conducted a traffic study on Modjeska Grade Road between Santiago Canyon Road and Modjeska Canyon Road, which justified establishing a 30-mile-per-hour "radar enforced" speed limit for this roadway.

 

The Committee recommended establishing a 30-mile-per-hour speed limit on Modjeska Grade Road between Santiago Canyon Road and Modjeska Canyon Road. This recommendation would provide speed limit signs for Modjeska Grade Road and enable the California Highway Patrol to enforce using radar and/or lidar detection.

 

Five Committee members approved the recommendation unanimously with one member absent. The approximate cost to install the speed limit signs on Modjeska Grade Road is $1,500.

 

Compliance with CEQA: The proposed project is Categorically Exempt (Class 1) from the provisions of CEQA pursuant to CEQA Guidelines Section 15301, because it consists of maintenance of existing public facilities (streets), involving no expansion of existing use.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for the costs associated with installation of speed limit signs on Modjeska Grade Road are included in Fund 115, OC Road, FY 2023-24 Budget.
