RECOMMENDED ACTION(S):

 

 

1.

Find that the project is categorically exempt from the California Environmental Quality Act (CEQA), Class 1 (Existing Facilities) pursuant to CEQA Guidelines Section 15301.

Adopt Resolution to approve the Orange County Traffic Committee Report of August 14, 2025 - Item A to establish all-way stop control at the intersection of Skyline Drive and Hunting Horn Drive.

SUMMARY:

 

Approving the Orange County Traffic Committee Report and adopting resolutions to establish, at various locations throughout Orange County, an all-way stop; Class II Bike Lanes; one-way traffic; adjust speed limits at two locations; and rescinding Resolution 03-296 to remove parking restriction in front of the residence at 10462 Poona Drive will improve traffic safety and operations.

 

 

BACKGROUND INFORMATION:

 

At the August 14, 2025, Orange County Traffic Committee (Committee) meeting, the following items were agendized and discussed:

 

Item A - All-Way Stop Control

 

In March 2025, a fatal accident occurred near the intersection of Skyline Drive and Hunting Horn Drive in North Tustin. A southbound vehicle on Skyline Drive crossed the centerline, drove over the sidewalk and struck a pedestrian walking her dog. Following the incident, multiple residents contacted the Office of the Third Supervisorial District to express concerns about traffic safety along Skyline Drive, particularly citing issues related to speeding and limited sight distance at intersections. In response, the Third District requested that OC Public Works Traffic Engineering (OC Traffic) conduct a focused investigation of the intersection.

 

According to the California Manual on Uniform Traffic Control Devices (CA MUTCD) Section 2B.07, limited sight distance may justify multi-way stop control if a driver cannot safely negotiate the intersection without conflicting traffic also stopping. Based on this guideline, an all-way stop control can be justified at this intersection.

 

The Committee reviewed the evaluation and unanimously approved the recommendation to establish an all-way stop control at the intersection of Skyline Drive and Hunting Horn Drive. The recommendation includes installing stop signs, pavement markings and advanced warning signs. The estimated cost for installing pavement markings and appropriate signs is $1,500.

 

Item B - Remove Parking Restrictions

 

OC Traffic received a request to remove the existing timed parking restriction at 10462 Poona Drive in Anaheim, prompted by increased demand for neighborhood parking.

 

In response, OC Traffic reviewed historical records to understand the original justification. On July 17, 2003, OC Traffic recommended implementing the timed parking restrictions because the location operated as Arevalo’s Board and Care Home and required space for patient loading and unloading. The recommendation was approved by the Committee and subsequently adopted by the Board of Supervisors (Board) on September 9, 2003, via Resolution No. 03-296.

 

OC Traffic was unable to contact the care facility via phone call, mail or in-person. The phone line was disconnected and mailed correspondence was returned, suggesting the property is now vacant. Based on these findings, staff concludes that the care facility is no longer in operation and recommends the removal of the timed parking restriction.

 

The Committee unanimously approved to remove the timed parking restrictions in front of 10462 Poona Drive. The estimated cost to remove the signage is $200.

 

Item C - Bike Lanes

 

OC Traffic received a petition from North Tustin residents seeking traffic-calming treatments on Prospect Avenue near Loma Vista Elementary School. The petition cited excessive speeding in school zones and safety issues at the crosswalk at Prospect Avenue and Carlsbad Drive.

 

In response, OC Traffic partnered with City of Tustin engineering staff to evaluate potential traffic-calming options. The collaboration resulted in an agreement to reduce travel lane width to 11 feet and install Class II buffered bike lanes. These enhancements will connect existing bicycle facilities on Santa Clara Avenue and 17th Street, improving connectivity for bicyclists. The buffered bike lanes also offer pedestrian safety benefits by reducing the crossing distance from approximately 64 feet to 33 feet through physical separation between cyclists and vehicular traffic.

 

The Committee unanimously approved to establish Class II bike lanes at Prospect Avenue between 17th Street and Santa Clara Avenue, including restriping and sign installation. The estimated cost of restriping and signage is $30,000.

 

Item D - One-Way Traffic

 

OC Traffic received a request from OC Public Works Operations & Maintenance (O&M) regarding the roundabout at Modjeska Canyon Road at the Tucker Wildlife Sanctuary parking area. O&M reported that some drivers were navigating the roundabout clockwise, against the intended counterclockwise flow, creating dangerous vehicle conflicts.

 

In response, OC Traffic conducted a field investigation to evaluate existing conditions of the site. Staff observed that the lack of directional signage at the roundabout creates confusion about the intended circulation pattern. While most drivers follow a counterclockwise direction, some travel clockwise, resulting in conflicts. Due to the narrow travel way, two vehicles travelling in opposite directions cannot pass side-by-side safely.

 

To improve traffic flow and reduce confusion, the installation of “Keep Right” regulatory signs and object markers at both the eastern and western ends of the roundabout is recommended to establish a counterclockwise circulation.

 

The Committee unanimously approved to establish one-way traffic on Modjeska Canyon Road, east of Tucker Wildlife Sanctuary, beginning and ending at the parking lot. The estimated cost to install signage and object markers is $1,000.

 

Item E - Speed Limit

 

OC Traffic received numerous concerns from Silverado residents regarding speeding along Silverado Canyon Road, particularly near the Silverado Community Center and St. Michael’s Abbey. Residents noted an increase in traffic volume and speeding following the reopening of Maple Springs Trailhead, which had been previously closed due to the Airport Fire.

 

In response, OC Traffic reviewed the site conditions, including collision history, roadside geometry, speed and volume. Currently, Silverado Canyon Road, west of Ladd Canyon Road, has no posted speed limit and the statutory limit of 55 miles per hour (mph) per California Vehicle Code (CVC) 22349(b) applies. For this study, said portion of Silverado Canyon Road was separated into two segments: Santiago Canyon Road to 1.2 miles easterly (Segment 1) and 1.2 miles easterly of Santiago Canyon Road to Ladd Canyon Road (Segment 2).

 

OC Traffic conducted an Engineering and Traffic Survey to set the speed limit along each segment. Due to history of speed related collisions and observed speeding, OC Traffic recommends a speed limit of 45 mph for Segment 1 and a speed limit of 35 mph for Segment 2.

 

The Committee unanimously approved the recommendations, which include installing speed limit signage and in-road pavement markings. The estimated of implementation is $2,000.

 

Item F - Speed Limit

 

On April 29, 2025, the Office of the Fifth Supervisorial District held a Townhall meeting for the Rancho Mission Viejo community to address residents’ concerns about traffic safety following a recent fatal accident involving a bicyclist. Specific concerns focused on the existing speed limits within the Sendero neighborhood (Sendero Way, Ascenso Avenue, Ribera Road and Reata Road).

 

OC Traffic conducted an Engineering and Traffic Survey on these streets to determine if a reduction was warranted. Findings indicated that only Ascenso Avenue met the criteria for a 5 mph reduction, in compliance with CA MUTCD and CVC guidelines. OC Traffic recommended reducing the speed limit on Ascenso Avenue from 30 mph to 25 mph.

 

The Committee reviewed the evaluation and unanimously approved the recommendation. The estimated cost to install signage is $1,000.

 

Compliance with CEQA: The proposed project is categorically exempt (Class 1) from the provisions of CEQA pursuant to CEQA Guidelines Section 15301, because it provides for the minor alteration of existing public streets including addition of bicycle facilities, involving negligible or no expansion of existing use.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for implementation of the Recommended Actions are included in Fund 115, OC Road, FY 2025-2026 Budget.
