RECOMMENDED ACTION(S):

 

 

1.

Approve the Cooperative Agreement with the City of Costa Mesa for Funding and Maintenance of the Adams Avenue Bridge over the Santa Ana River and Greenville Banning Channel, effective upon execution of all necessary signatures, until the filing of the Notice of Completion.

 

2.

Adopt a Resolution to declare those portions of Adams Avenue that are within the city limits of Costa Mesa, to be a County of Orange highway for the purposes of construction, improvements and maintenance.

 

 

 

 

SUMMARY:

 

Approval of the Cooperative Agreement for Funding and Maintenance of the Adams Avenue Bridge over the Santa Ana River and Greenville Banning Channel and adoption of a resolution to declare portions of Adams Avenue to be a County of Orange highway will allow the County of Orange to complete necessary maintenance on Adams Avenue Bridge.

 

 

 

 

BACKGROUND INFORMATION:

 

Adams Avenue Bridge (Bridge) over the Santa Ana River and Greenville Banning Channel was constructed by the County of Orange (County) in 1977. The western portion of the Bridge is within unincorporated Orange County, while the eastern portion of the Bridge over Greenville-Banning Channel is within the jurisdiction of the City of Costa Mesa (City). Preventative bridge maintenance, including handrail repair and replacement of joint seals, is currently needed.

 

Prior Board of Supervisors (Board) actions supporting the spending of County Road funds to operate, maintain and improve the Lower Santa Ana River bridges, which include Adams Avenue, are summarized in the table below.

Since a portion of the Bridge is within the City’s jurisdiction, a cooperative agreement is necessary to allow the County to perform maintenance activities on the entire Bridge. The cooperative agreement includes a provision to designate the portion of Adams Avenue within the City’s jurisdiction as a County highway, thereby authorizing OC Public Works to perform maintenance utilizing County Road funds on the entire Bridge in accordance with the provisions of Streets and Highways Code (SHC) Sections 1700-1703. While SHC Section 1704 allows the County to return jurisdiction to the City upon filing the Notice of Completion, the County will retain responsibility for the entire Bridge due to its Countywide significance. This includes continued operation, maintenance and improvement of both the western portion in unincorporated Orange County and the eastern portion previously under the City’s jurisdiction. The County Road Index will be updated to include the newly designated segment.

 

On September 16, 2025, the City Council approved the proposed Cooperative Agreement MA-080-26010143 (Cooperative Agreement).

 

OC Public Works recommends the Board approve Cooperative Agreement with the City for Funding and Maintenance of the Bridge, effective upon execution of all necessary signatures, until the filing of the Notice of Completion; and adopt a Resolution to declare those portions of Adams Avenue that are within the city limits of Costa Mesa, to be a County of Orange highway for the purposes of construction, improvements and maintenance.

 

Compliance with CEQA: This Project is a necessarily included element of the project considered in the Final IS/MND IP No. 11-444 Countywide Long-Term Routine Maintenance Permitting Program, adopted by the Board on May 21, 2013. No substantial changes have been made in the project, no substantial changes have occurred in the circumstances under which the projects are being undertaken and no new information of substantial importance to the project which was not known or could not have been known when the Final IS/MND IP No. 11-444 was approved has become known; therefore, no further environmental review is required.
