SUMMARY:

 

Approval of the recommended reappointments and appointments to the Orange County Development Board will support compliance with legislative mandates.

 

 

BACKGROUND INFORMATION:

 

The passage of the Workforce Innovation and Opportunity Act of 2014 (WIOA) created an important opportunity for Orange County’s economic development.  WIOA’s goals include economic growth and aligning economic development for the successful implementation of the public workforce system being funded. WIOA envisions a workforce development system that is customer-focused for both the job seeker and workforce employer and is able to anticipate and respond to the needs of regional economies.

WIOA mandates the formation of a local governing board known as the Orange County Development Board (OCDB) to provide oversight of the local workforce development area setting policy and serving as an advisory board to the Orange County Board of Supervisors (Board).  The OCDB is charged with ensuring local performance, supporting fiscal integrity, engaging in regional planning and coordinating the conveyance of services through an integrated workforce delivery system.  These services are coordinated through the Orange County One-Stop System and youth service providers.

Based on WIOA and California Unemployment Insurance Code Section 14202, OCDB membership is comprised of representatives from the following four categories: Business (no less than 51 percent), Workforce (no less than 20 percent), Education and Economic and Community Development (no set requirement).  Each category has specific requirements that the appointee must satisfy to be in compliance with statute.  To satisfy membership requirements listed above, the minimum size of a local board would be 19 members.  There is no mandated maximum board size.  To ensure ongoing compliance, locally the OCDB will have a membership of 21. Membership will be comprised of 11 Business members, five Workforce members, two Education and three Economic and Community Development members.  The Board last approved OCDB reappointments on February 14, 2017.

All OCDB members are appointed by the Board. Each membership slot is for a term of three years and must have an end date of December 31st.  New member appointments recommended to fill vacancies before the expiration of the three-year term shall fulfill the remainder of the position term. Justification for Board Appointment for Non-Orange County Resident

Tod Sword has been an active member of the OCDB since his original appointment on December 16, 2014. Mr. Sword is a Project Manager within Southern California Edison’s (SCE) Economic Development Services group serving Orange County, the South Bay and the Westside Region of Los Angeles County. The Economic Development Services group assists with business expansion, attraction and retention.
