RECOMMENDED ACTION(S):

 

 

1.

Find that the project is categorically exempt from the California Environmental Quality Act (CEQA), Class I, (Existing Facilities) pursuant to CEQA Guidelines, Section 15301.

 

2.

Authorize the County Purchasing Agent or his authorized Deputy to renew Contract MA-080-13010705 with Parking Concepts, Inc. for management and operation of multi-facility parking complexes, under the same terms, conditions, and scope of work, commencing on December 1, 2014 through November 30, 2015 in an amount not to exceed $2,148,562, per Board of Supervisors policy. 

 

 

 

 

SUMMARY:

 

The approval of Amendment No. 2 to renew Contract MA-080-13010705 with Parking Concepts, Inc. in an amount not to exceed $2,148,562 will extend the term for continued maintenance and operation of multiple parking facilities in the City of Westminster Civic Center, the Manchester Complex in the City of Orange, and the Civic Center in the City of Santa Ana and will provide efficient parking operations and services to benefit employees and the public.

 

 

 

BACKGROUND INFORMATION:

 

On October 23, 2012, the Board of Supervisors (Board) approved Contract MA-080-13010705 with Parking Concepts, Inc. (PCI) for management and operation of multi-facility parking complexes in an amount not to exceed $2,148,562 for a one-year period, effective December 1, 2012 through November 30, 2013, with the option to renew for four additional years, per Board policy.

 

On December 1, 2013, the County Deputy Purchasing Agent renewed Contract MA-080-13010705 with PCI in an amount not to exceed $2,148,562 for a period of one year, effective December 1, 2013 through November 30, 2014, per Board policy.

 

In accordance with section 3.3-102 of the County's Contract Policy Manual, approval by the Board is required for all service contracts where for any year of the contract, the annual value to any one contractor exceeds $100,000.

 

PCI has successfully performed their obligations during the contract term. Therefore, OC Public Works is recommending renewal of Contract MA-080-13010705 with PCI effective December 1, 2014 through November 30, 2015 in an amount not to exceed $2,148,562.

 

PCI began managing the County's Manchester parking facilities in June 2000.  The Civic Center area parking facilities in the City of Santa Ana were added in June 2002.  The Westminster parking facilities were added in November 2007.  The current contract term, which expires on November 30, 2014, provides for the management and operations of the following parking facilities:

Facilities include both public and employee parking lots and structures.  The Civic Center area parking facilities were established as a joint project between the County and the City of Santa Ana under the terms of a Development Agreement between the parties governing financial, operational, and maintenance activities in Santa Ana's Civic Center.  The Manchester facilities are located adjacent to the Lamoreaux Justice Center in the City of Orange.  The Westminster facilities are located in the Westminster Civic Center area.

 

Costs and Operation

The contractor is responsible for the day-to-day operation of the facilities, including fee collection and daily depositing of revenue into County accounts in accordance with County revenue collection procedures, and general facility maintenance.  In addition, the contractor monitors for adherence to parking policies and procedures established for each facility.  Contractor costs are based on the number of pre-approved hours worked by contractor staff at rates authorized in the agreement.  Costs may vary slightly from year-to-year depending upon operating hours and other unique facility demands established by the County.

 

During Fiscal Year 2013-14, income from parking operations totaled $8.3M.  During this same period, payments for operations and services, in accordance with terms of the contract, totaled $2.0M.  The balance of the revenue received from parking operations is utilized for operational costs and debt service required to satisfy Civic Center Parking Facility and Manchester Complex bond payments, as approved in annual budgets.

FINANCIAL IMPACT:

 

Revenue generated from County parking facilities is used to offset operating expenses including payments to the parking operator in accordance with contract provisions.
