RECOMMENDED ACTION(S)
Authorize the Purchasing Agent or designee to negotiate contract terms and conditions with Bode Technology Group as primary vendor and Orchid Cellmark as secondary vendor for DNA processing services related to Request for Proposal (RFP) No. DAZ0000021.
SUMMARY:
The Office of the District Attorney requests authorization for the Purchasing Agent or designee to negotiate contract terms and conditions with Bode Technology Group as primary vendor and Orchid Cellmark as secondary vendor for a DNA processing services price agreement related to Request for Proposal (RFP) No. DAZ0000021. Upon successful negotiation of acceptable terms and conditions, the Office of the District Attorney will return to the Board to request approval to issue a Price Agreement.
BACKGROUND INFORMATION:
The Office of the District Attorney represents the People of the State of California in all criminal and some civil proceedings, serving the courts, the criminal justice system, and the Orange County Grand Jury as well.
DNA analysis has increasingly become a powerful tool in solving crime and preventing criminals from repeat offenses through early identification. Moreover, law enforcement agencies can use DNA to narrow the scope of potential suspects through DNA profiles.
A key to successfully leveraging this technology is to have large numbers of DNA crime scene samples collected, thoroughly processed and uploaded into California’s State DNA database.
To augment existing DNA processing efforts, on January 9, 2007, the Office requested and your Honorable Board approved Price Agreement # N1000008404 in an amount of $875,000 with Forensic Science Service, Ltd. for forensic software licensing and maintenance, sample collection kits, sample analyis, and data upload for a one-year period commencing on February 1, 2007 through and including January 31, 2008. The contract term was extended thru May 31, 2008 with no monetary increase.
The Office has sent the RFP notification to 313 vendors, and 14 vendors requested the RFP packet. Results included: 4 RFP received; 1 no-bid response, and 9 no-response received. The Evaluation Committee reviewed and rated the RFP responses and had recommended to award the contract to Bode Technology Group. The contract period will be for one-year, renewable for additional four (4) one-year periods. The individual evaluation score sheets and the aggregate evaluation score recap are included as attachments to the ASR.
The Office of the District Attorney requests authorization to negotiate contract terms and conditions with Bode Technology Group as primary vendor in order to issue a price agreement for DNA processing analysis as referenced in the Recommended Action. However, the Office also requests authorization to negotiate contract terms and conditions with Orchid Cellmark, the secondary vendor recommended by the Evaluation Committee in the event the County is unable to negotiate acceptable contract terms and conditions with the primary vendor, Bode Technology Group.
