RECOMMENDED ACTION(S):

 

 

1.

Approve the Cooperative Agreement between the County of Orange and the City of Costa Mesa for Funding and Maintenance of the Santa Ana Avenue Bridge over the Santa Ana Delhi Channel, effective October 5, 2021, and shall continue in effect until the filing of the Notice of Completion.

 

2.

Approve the Cooperative Agreement between the County of Orange and the City of Costa Mesa for Funding and Maintenance of the Hamilton Avenue/Victoria Street Bridge over the Santa Ana River and the Greenville Banning Channel, effective October 5, 2021, and shall continue in effect until the filing of the Notice of Completion.

 

3.

Adopt a Resolution declaring those portions of Santa Ana Avenue, lying within the City Limits of Costa Mesa, to be a County of Orange highway for the purposes of maintenance.

 

4.

Adopt a Resolution declaring those portions of Hamilton Avenue/Victoria Street, lying within the City Limits of Costa Mesa, to be a County of Orange highway for the purposes of maintenance.

 

 


 

 

SUMMARY:

 

Approval of the Cooperative Agreements between the County of Orange and the City of Costa Mesa for Funding and Maintenance of the Santa Ana Avenue and Hamilton Avenue/Victoria Street Bridges will allow the County of Orange to complete work necessary for the protection of the public’s safety.

 

 

BACKGROUND INFORMATION:

 

The Santa Ana Avenue Bridge (SAA Bridge) over the Santa Ana Delhi Channel was built in 1961 and widened in 1969. The northwestern portion of the bridge is within the unincorporated Santa Ana Country Club Island. The other half of the bridge is within the City of Costa Mesa (City) boundaries.

 

The Hamilton Avenue/Victoria Street Bridge (HA/VS Bridge) over the Santa Ana River (River) and the Greenville Banning Channel (Channel) was built in 1959. It was widened in 1977, and in 1991, the portion of the HA/VS Bridge built in 1959 was replaced. The west side of the HA/VS Bridge, approximately from the centerline of the River, belongs to the County of Orange (County). The east side of the HA/VS Bridge, including the portion over the Channel, is within the City’s jurisdiction.

 

Prior Board of Supervisors (Board) actions authorizing the spending of Road Maintenance and Rehabilitation Account funds on these bridge maintenance projects (Projects) are summarized in the table below.

Since portions of these bridges are within the City’s jurisdiction, approving the Cooperative Agreements with the City and passing the Resolutions declaring the City’s roadways within the Projects to be County highways will allow OC Public Works to complete the maintenance work on the SAA Bridge and HA/VS Bridge per Streets and Highways Code Section 1700-1704.

 

After the completion of the Projects, the City’s roadways shall no longer be designated as County highways, and the City shall resume ownership of the complete Projects within the City's jurisdiction.

 

OC Public Works is recommending Board approval of the Cooperative Agreements with the City for Funding and Maintenance of SAA Bridge and HA/VS Bridge.

 

Compliance with CEQA: The Projects are a necessarily included element of the Projects considered in the Final IS/MND IP No. 11-444 C Program prepared for OC Public Works and the Orange County Flood Control District and was approved by the Board on May 21, 2013. No substantial changes have been made in the Project, no substantial changes have occurred in the circumstances under which the Projects are being undertaken and no new information of substantial importance to the Projects that was not known or could not have been known when the Final IS/MND IP No. 11-444 was approved has become known; therefore, no further environmental review is required.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for the Projects are included in the FY 2021-22 Budget for OC Road - Capital Improvement Projects Fund 174.
