RECOMMENDED ACTION(S):

 

Accept the retroactive donation of nine Patrol, Special Investigations Bureau (SIB) and Hazardous Devices Section (HDS) canines valued at approximately $119,641, from the Orange County Sheriff's Advisory Council and K9s 4 Cops. 

 

 

SUMMARY:

 

Retroactive acceptance of the donation of nine canines will allow the Sheriff-Coroner Department to deploy three patrol, one Special Investigation Bureau, and five Hazardous Devices Squad canines.

 

 

 

BACKGROUND INFORMATION:

 

The Orange County Sheriff’s Advisory Council (OCSAC) was formed in 1979 as a 501(c)(3) California non-profit corporation for the purpose of supporting local law enforcement. The mission of the OCSAC is to “support the law enforcement community of Orange County when the necessary funds needed to support their missions are restricted or limited.”

 

The Sheriff-Coroner Department (Sheriff) serves approximately 3.2 million Orange County residents. The Sheriff identified a need for additional patrol, Special Investigation Bureau (SIB) and Hazardous Device Squad (HDS) canines to provide law enforcement services to the residents of the County. The canines are valued at $119,641, and the cost also includes a one-year warranty. The breakdown for each patrol canine is seen below:

The canines are used to search for suspects, track and apprehend suspects and search for physical evidence, in a wide variety of areas (e.g., indoors, outdoors, open, confined and cluttered spaces) in high stress, demanding environments with various distractions. The canines are also trained in tracking/trailing, obedience and practical agility.   

 

The Board of Supervisors (Board) approved a similar donation from the OCSAC on November 5, 2019, for a narcotics detection canine and one hazardous detection canine and again on July 19, 2021, for one narcotics detection canine and one patrol canine.

 

The Board approved a retroactive donation from the OCSAC on March 26, 2024, for four patrol canines.

 

The Sheriff now requests Board approval to retroactively accept the donation of nine patrol and HDS canines with an estimated value of $119,641, from the OCSAC, and K9s 4 Cops as noted in the Recommended Action. The reason the donation is retroactive is due to turnover of Sheriff staff that resulted in administrative oversight of bringing this item for approval.

 

Staff members have been made aware of the County's donation process and an internal policy and procedure manual is being implemented. On April 9, 2024, Board approved a resolution allowing Sheriff to accept donations of canines for law enforcement purposes without further Board approval. The dogs referenced in this ASR for which the Sheriff is seeking retroactive approval to accept, were all donated prior to the Board granting the Sheriff independent authority to accept K-9 donations in Board Resolution No. 24-034.
