RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or Deputized designee to execute Amendment Number Three to the Teleosoft Inc., contract for Automated Civil System, to add CountySuite™ Cloud Hosting services for a cost of $95,438 for a new not to exceed amount of $272,242, for the current term of March 10,2022, through March 9, 2023, for a cumulative contract total amount not to exceed $1,781,994. 

 

 

 

 

SUMMARY:

 

Approval of Amendment Number Three to the Teleosoft Inc., contract will allow the Sheriff-Coroner Department to utilize CountySuite™ Cloud Hosting services for its Automated Civil System services.

 

 

 

BACKGROUND INFORMATION:

 

One of the main functions of Sheriff-Coroner Department (Sheriff) Court Operations Division is the service of civil process and criminal subpoenas.  Software is required to provide the functionality needed to meet all of the statutory and procedural requirements outlined in the Civil Code, the Code of Civil Procedure, the Government Code and the statewide Sheriff's Manual of Civil Procedures.  The software automates the processing and tracking of all civil documents received by Court Operations, including data verification, entry, calculation, inquiry, modification, calendaring and report generation and financial management for all cases, providing case updating capabilities among the two judicial district offices, Auditor-Controller and Sheriff's Technology Division.

The following table details the contract history with Teleosoft Inc., (Teleosoft) to provide Automated Civil System services.

Amendment Number Two issued administratively pursuant to Section 3.3-107 of the 2021 CPM

 

Sheriff now requests Board authorization for the County Procurement Officer or Deputized designee to execute Amendment Number Three to Teleosoft Inc., contract in order to increase the contract amount by $95,438 for a new not to exceed amount of $272,242, for the current term of March 10,2022, through March 9, 2023, and a cumulative contract total amount not to exceed $1,781,994. The increase is requested due to the addition of CountySuite™ Cloud Hosting services which enable data storage on the cloud. In concurrence with Sheriff Technology cloud hosting has been recommended. In order to streamline, Teleosoft will be providing this service to process and store data under one system.

 

This contract does not currently include subcontractors or pass through to other providers.  See Attachment C for the Contract Summary Form. The Orange County Preference Policy (OCPP) was not applicable to this contract award. Contractor performance has been confirmed as at least satisfactory.

 

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract are included in the Sheriff-Coroner’s FY 2022-23 Budget for Fund 142, Sheriff Court Operations - Special Collections, and will be included in the budgeting process for future years.   

 

This contract is funded through fees collected and placed into the Sheriff Court Operations - Special Collections. This contract contains language allowing the Sheriff-Coroner Department to terminate the contract or reduce the level of services without penalty with cause or without cause in the event that funding is reduced and/or not available to continue funding the contract.
