RECOMMENDED ACTION(S):

Approve and adopt the attached 2022 Personnel and Salary Resolution. |

SUMMARY:
Approval and adoption of the 2022 Personnel and Salary Resolution will update terms and conditions of employment not included in the Memoranda of Understanding for all County employees and for unrepresented employees.
BACKGROUND INFORMATION:
The 2022 Personnel and Salary Resolution (PSR) sets forth the terms and conditions of employment for all County employees, including unrepresented employees (e.g., Executives, Elected Officials, Extra-Help, Working Retirees) and includes items that are not covered in the various Memoranda of Understanding (MOUs).
Part 1 of the 2022 PSR applies to all County employees. Part 2 sets forth the terms and conditions of employment for members of the Board, executive management, elected officials, and employees of elected officials. Part 3 provides the terms and conditions of employment for extra help and working retiree employees.
Authority sources for the 2022 PSR language updates incorporate Board actions subsequent to the 2003 PSR listed in the attached PSR Updates Log (Attachment B). The 2022 PSR also incorporates long-standing Human Resource Services policies and practices and addresses other administrative personnel issues. Future amendments to the 2022 PSR will be administratively integrated into the PSR by the Chief Human Resources Officer to ensure accuracy and accessibility of information.
Previous versions of the PSR and amendments include the following County policies: Conflict of Interest Policy, Employment of Relatives Policy, Drug and Alcohol Policy, and the Prevention of Workplace Violence Policy (Attachments C-F). These portions of the PSR and any related amendments will be removed from the PSR and will exist as County policies to be maintained and updated by the County Executive Officer as needed. As the County implemented a separate Information and Technology Usage Policy in 2010, the corresponding section from the 2003 PSR will not be included in the 2022 PSR.
