RECOMMENDED ACTION(S):

 

Approve Amendment Number 8 to the Master Services Agreement between the County of Orange and Science Applications International Corporation for Data Center Operations, Service Desk, Desktop Support and Applications Services, which will cease Science Applications International Corporation's provision of the Atos Transformation oversight support service included in the Master Services Agreement effective October 31, 2016, and incorporate six additional resource labor categories to the Hourly Rate table in the Fees Sheet.

 

 

 

 

SUMMARY:

 

Orange County Information Technology requests Board approval of Amendment Number 8 to Master Services Agreement between the County of Orange and Science Applications International Corporation for Data Center Operations, Service Desk, Desktop Support and Applications Services, which will terminate Science Applications International Corporationís provision of theAtos Transformation oversight support service included in the Master Services Agreement effective October 31, 2016, and will incorporate six additional resource labor categories to the Hourly Rate table in the Fees Sheet that were previously added to the Scope of Work by Work Order.

 


 

BACKGROUND INFORMATION:

 

On May 14, 2013, the Board of Supervisors approved a five year contract with Science Applications International Corporation (SAIC) for Scope 1 services (MA-017-13011864), which included Data Center Operations, Service Desk, Desktop Support and Applications Services (MSA).

 

Execution of Amendment Number 8 will result in SAIC ceasing to provide the Atos Transformation Oversight support service included in the Master Services Agreement (MSA) effective October 31, 2016. At the Countyís request, SAIC has been providing one project oversight subject matter expert resource to Orange County Information Technology (OCIT) to provide oversight of the Atos Network and Voice over Internet Protocol (VoIP) Transformation Project. The Transformation oversight service is an optional service offering, separate from SAICís other duties mandated by the MSA, which the County initially authorized SAIC to provide for the first two years of the contract since the original project plan contemplated that the VoIP Transformation would be completed in approximately two years.The County renewed its authorization for Contract Year three in March 2016 due to delays in the Network and VoIP Transformation project.

 

Through the Countyís use of SAICís Transformation Oversight support service, SAIC provided a subject matter expert to perform oversight over Atosí performance on the Network and VoIP Transformation, and to assist with developing the plan and design criteria for the initial VoIP Transformation work.

 

The Network and VoIP Transformation plan and design criteria have been established and implanted as a recurring process. Furthermore, OCIT recently re-assessed its Transformation team and implemented a number of staffing changes to bolster the Transformation oversight effort, including: 1) assignment of a full-time County Transformation Program Manager with extensive experience in leading large, enterprise Network and VoIP Transformation projects; 2) replacement of temporarily-assigned County staff with a fully dedicated contractor to review and evaluate network designs and documentation; and 3) addition of contract staff with greater voice and data network expertise to assist with transformation site walks.The Transformation project is over 50% complete, with Transformation already completed at the majority of the larger sites.

 

For these reasons, OCIT believes that continued use of SAIC to provide Transformation oversight subject matter expert is no longer cost-effective or necessary.However, the service offering and pricing will not be removed from the contract in the event that the County chooses to re-instate the service at a later date.

 

This Amendment Number 8 also incorporates six additional resource labor categories to the Hourly Rate table in the MSA Fees Sheet which the County may utilize for project work orders.

 

This contract does include subcontractors and/or pass through to other providers. See Attachment C for Contract Summary Form.

 

 

FINANCIAL IMPACT:

 

Appropriations and Revenue for this Agreement are included in the FY 2016-17 Adopted Budget for Fund 289, Information and Technology ISF, and will be included in the budgeting process for future fiscal years.This Agreement contains language allowing OCIT to terminate the contract, reduce the level of services, and/or renegotiate the levels of services to be provided.

 

Amendment Number 8 will result in a reduction to SAICís contract expenditures as follows:
