RECOMMENDED ACTION(S):

 

 

1.

Approve the selection of and Agreement with AIDS Services Foundation Orange County for provision of HIV Housing Plus Project Services for a maximum obligation of $2,758,544 for the period of September 14, 2016, through March 31, 2019.

 

2.

Approve the selection of and Agreement with Special Service for Groups, Inc. for provision of HIV Housing Plus Project Services for a maximum obligation of $339,736 for the period of September 14, 2016, through March 31, 2019.

 

3.

Authorize the Health Care Agency Director, or designee, to exercise a contingency contract cost increase in an amount not to exceed 10% of the Period One funding for the Agreement, for the entire term and within the scope of work set forth in the Agreement, pursuant to Contract Policy Manual Section 3.3-113.

 

4.

Authorize the Health Care Agency Director or designee, to execute the individual Agreements as referenced in Recommended Actions above.

 

 

 

 

SUMMARY:

 

Approval of the selection of and Agreements with AIDS Services Foundation Orange County and Special Service for Groups, Inc. for provision of HIV Housing Plus Project Services to persons living with HIV with temporary or unstable housing or who are at risk of becoming homeless will have improved health outcomes, ultimately reducing the risk of HIV transmission.

 

 

BACKGROUND INFORMATION:

 

As of December 31, 2015, there were 6,287 Orange County residents living with Human Immunodeficiency Virus (HIV) disease.  Using Centers for Disease Control and Prevention (CDC) methodology, there are an additional estimated 801 individuals unaware that they are infected with HIV. Orange County receives about 250 to 300 newly reported HIV disease cases each year.

 

In late 2015, the Health Care Agency (HCA) received notification of additional funding via the California Department of Public Health (CDPH) utilizing federal Ryan White Treatment Modernization Act funding to implement a short-term rental assistance program for eligible individuals to prevent homelessness.

 

On June 13, 2016, HCA released a Request for Applications for the Housing Plus Project.  Two applications were submitted and both applications were deemed responsive.  The following applicants, who are currently providing similar housing services, are being recommended for funding as follows:

The Housing Plus Project (HPP) is a new program; therefore, there is no relevant outcome measures. However, outcome targets for HPP are consistent with objectives established by the funding sources and can be summarized as follows: 

  •  

At least 76% of individuals receiving short-term rental assistance will achieve viral load suppression (less than 200 copies/mL).

  •  

At least 75% of individuals receiving short-term rental assistance will report that the service helped them get or stay in housing.

 

The Agreements do not have subcontracts.  See Attachment C and D for contract summary forms.

 

The Agreements are submitted for Board approval less than 30 days prior to start of contract as this was the first available Board date.

 

HCA requests that the Board authorize the HCA Director or designee, to amend, as needed, the maximum obligation of the proposed Agreements by an amount not to exceed 10% of the Period One funding over the entire term of the Agreements and within the scope of work set forth in the Agreements.   

 

HCA requests that the Board approve the Agreements for HIV Housing Plus Project Services with AIDS Services Foundation Orange County and Special Service for Groups, Inc., as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

The Agreements are included in the HCA's FY 2016-17 Adopted Budget, and will be included in the budgeting process for future years.

 

Should services need to be reduced or terminated due to lack of funding, this Agreement contains language that allows HCA to give 30 days' notice to either terminate or renegotiate the level of services provided.  The notice will allow HCA adequate time to transition or terminate services to clients, if necessary.
