SUMMARY:
Approval of the Lease Agreement with Manh Family Trust (Charles Manh and Anh Manh as Trustees) for premises at 15460 Magnolia Street, Westminster will allow establishment of a Community Customer Service Center to improve access and availability to County services.
BACKGROUND INFORMATION:
On July 24, 2007, your Honorable Board directed the County Executive Office to implement a County Community Service Center (CCSC) within the First District. The CCSC will provide referral services and outreach services. The CCSC office will specifically provide assistance with Health Care Agency, Housing and Community Services, and Social Services Agency programs. Your Board also directed Resources and Development Management Department (RDMD)/Corporate Real Estate to assist the County Executive Office by providing real estate services necessary to lease a site for this program.
An office has been located at 15460 Magnolia Street in Westminster that can be ready for use with minor tenant improvements and is located within an area that has been identified as central to maximize accessibility to the public. There are four bus stops at the nearby corner of Magnolia Street and McFadden Avenue for easy public access.
The proposed Lease will provide approximately 2,080 rentable square feet of office space at a monthly cost of $5,000 per month full service gross or $2.40 per square foot (includes janitorial, maintenance and utilities); and the proposed lease also includes approximately $5,700 in tenant improvements. The term of the one year lease is estimated to commence September 11, 2007. The monthly rent is within market for retail/office space in Central Orange County. The Board adopted Workspace Design Guidelines were applied in the design of the premises. Additional terms and conditions of the lease agreement are included in the attached Lease Summary.
Approval of the lease for 15460 Magnolia Street in Westminster provides a suitable location and sufficient space for the implementation of the CCSC as originally proposed and planned.
Legal Requirements
The use conforms to the General Plan of the City of Westminster and the project is Categorically Exempt (Class 1) from CEQA per Section 15301 of the CEQA Guidelines. The proposed project conforms to the Americans with Disabilities Act.
