RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or Deputized designee to execute the Subordinate Contract with The Gordian Group, Inc. for Job Order Contracting Administrative and Support Services, effective September 26, 2025, through June 30, 2026, with the maximum compensation determined by a percentage of the value of work performed under future Board of Supervisors-approved Job Order Contracts.

 

 

 

SUMMARY:

 

Approval of the Subordinate Contract with The Gordian Group, Inc. for Job Order Contracting Administrative and Support Services will help expedite the repair and rehabilitation of facilities at John Wayne Airport, enhance public safety, and improve internal and external customer service.

 

 

BACKGROUND INFORMATION:

 

On June 29, 2010, the Board of Supervisors (Board) approved the establishment of a Job Order Contracting (JOC) program with OC Public Works to expedite the completion of repair and rehabilitation projects involving existing County of Orange (County) facilities and structures. On April 13, 2021, the Board approved the contract MA-080-21011130 with The Gordian Group, Inc. (Gordian) for job contracting administrative and support services, effective July 1, 2021, to July 30, 2024. On April 23, 2024, the Board approved the amendment to renew the contract, effective July 1, 2024, through June 30, 2026.

 

Effective March 17, 2025, the administration of the JOC program transitioned from OC Public Works to the County Procurement Office (CPO). As part of this transition, the contract number MA-080-21011130 was updated to RCA-017-25010064. While the direct administration of the JOC program under an airport-specific contract is new, Gordian is an established vendor under RCA-017-25010064.

 

The County contracts with Gordian to support the JOC program. Gordian maintains and annually updates the unit price catalog, customizes items upon request, and manages the eGordian software platform to develop and track task orders. Their local representatives assist with project development, scope validation, and adherence to program standards.

 

The Orange County Preference Policy does not apply to this Subordinate Contract.

 

John Wayne Airport (JWA) is recommending Board approval to authorize the County Procurement Officer or Deputized designee to execute Subordinate Contract MA-280-25011598 with the Contractor, effective September 26, 2025, through June 30, 2026. The maximum compensation will be determined by a percentage of the value of work performed under future Board-approved JOC contracts.

 

JWA has verified there are no concerns that must be addressed with respect to Contractor’s ownership/name, litigation status or conflicts with County interests. The Contractor is based in Greenville, South Carolina.

 

This Subordinate Contract does not currently include subcontractors or pass through to other providers. See Attachment B for Contract Summary Form.

 

Compliance with CEQA: This is not a project within the meaning of CEQA Guidelines Section 15378 and is therefore not subject to CEQA, since it does not have the potential for resulting in either a direct or physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. The approval of this agenda item does not commit the County to a definite course of action in regard to a project since it involves the approval of a contract for Services to implement JOC programs. This proposed activity is therefore not subject to CEQA. Any individual, specific work authorized pursuant to this contract will be reviewed for compliance with CEQA.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for the Contract are included in JWA Operating Fund 280 and JWA Construction Fund 281 FY 2025-26 Budget. FY 2025-26 estimated cost: $1,000,000.

 

The proposed contract includes provisions that the contract is contingent upon the availability of funds and inclusion of sufficient funds in the budget approved by the Board for each fiscal year the contract remains in effect or operation. In the event such funding is terminated or reduced, the County may terminate this contract, reduce the County’s maximum obligation or modify the contracts, without penalty.
