RECOMMENDED ACTION(S):

 

Authorize the OC Community Resources Director or designee to execute the Seventh Amendment to the Contract with the Orange County Human Relations Council to provide services supporting the Orange County Human Relations Commission programs and services in the amount of $189,000, with an extended term effective October 1, 2021, through June 30, 2022, for a revised cumulative Contract total amount not to exceed $1,260,000.

 

 

 

 

SUMMARY:

 

Approval of the Seventh Amendment to extend the Contract will support the Orange County Human Relations Commission's efforts to address prejudice, intolerance and discrimination.

 

 

 

BACKGROUND INFORMATION:

 

The Orange County Human Relations Commission (Commission) was created by the Board of Supervisors (Board) on February 24, 1971, and consists of 11 members. The Commission was a pilot project to build mutual understanding among residents and to address prejudice, intolerance and discrimination. The Board expressed interest that the County contract for staff support of the Commission’s activities and on January 5, 2017, OCCR released a Request for Proposals (RFP) soliciting proposals from qualified firms to provide programs and services supporting the Commission. The Orange County Human Relations Council (Council) was the sole bidder and was recommended to the Board for award. The contractual history is summarized in the following table:

The activities of the Commission are reported in monthly meeting minutes and annual reports. In addition, a monthly summary of activities is provided to OC Community Resources (OCCR).  Serving as a contractor to the Commission, the Council releases an annual report which includes an overview of the services of the Commission and documents the outcomes of those services. 

 

The work of the Commission is important and has come to the forefront in recent years as hate-related incidents and racial intolerance have become a topic of concern in Orange County. County staff has been working with the Commission’s Ad Hoc Committee to update the Commission's Bylaws and align the Scope of Services for the upcoming RFP, to ensure they accurately reflect the Commission’s role and responsibilities as they evolve. Additionally, in response to a recent Board Directive, the Commission appointed a second Ad Hoc Committee to develop a proposal designed to augment and enhance the Commission’s role in the community. That proposal, and how it may be executed, will be considered in the upcoming months. It is critical that existing support to the Commission continue, providing critically needed, uninterrupted service during this time of development. OCCR is requesting this extension to renew the Contract under the same terms of the expiring Contract, with the RFP planned to be issued in early 2022.

The Contractor’s performance has been confirmed as satisfactory and the contract does not currently include subcontractors or pass through to other providers. See Attachment C for Contract Summary Form. OCCR has verified there are no concerns that must be addressed with respect to the Contractor’s ownership/name, litigation status or conflicts with County interests.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract are included in OCCR Budget Control 012, FY 2021-22 Budget.

 

The proposed Contract includes a provision stating the Contract is subject to, and contingent upon, applicable budgetary appropriations approved by the Board for each fiscal year during the term of this Contract. If such appropriations are not approved, this Contract may be immediately terminated without penalty to the County.
