SUMMARY:
Approving the Contracts with Southwest Material Handling dba Southwest Toyotalift for Electric Lift Truck, United Rentals (North America), Inc. for Genie Telehandler, TPTL Enterprises dba Premier Motorcoach Innovations for Leveling Jack System and Pacific Consolidated Industries LLC for Oxygen Compressor System will allow the Health Care Agency's Operations Center the ability to continue to respond quickly and effectively to the pandemic.
BACKGROUND INFORMATION:
On April 13, 2021, the Health Care Agency's (HCA) Procurement & Contract Services received an emergency request from HCA’s Operations Center to purchase four capital assets that were needed to respond quickly and effectively to the pandemic. An emergency memo was prepared, and HCA proceeded to purchase the required assets from the identified contractors. The assets were required to be submitted to the California Department of Public Health prior to the grant deadlines. HCA was midway through deployments, and the emergency memo allowed HCA to continue deployment while avoiding missing the grant deadlines. Some of the equipment had to be requested by the state (e.g., oxygen filling station) and delivery was delayed by over a month In order to effectively respond to the pandemic, HCA needed to procure this equipment as quickly as possible. These emergency assets are unbudgeted, and in accordance with the County's Contract Policy Manual Section 3.2-111 (f), HCA is bringing these items in front of your Honorable Board of Supervisors (Board) for approval.

This item supports distribution for Medical Countermeasures (MCM) to on/off load and transport of heavy items in HCA’s Irvine warehouse. The load capacity and lift requirements to meet HCA’s equipment and pallet transport is required and supports the Public Health Emergency Preparedness (PHEP)/Hospital Preparedness Program grants.
Telehandler/Transport

Currently, HCA owns eight semi-tractor trailers (53') for deployment of a 200+ Mobile Field Hospital (MFH). The equipment stowed in these trailers are items that weigh 700 lbs each totaling close to 520,000 lbs. This includes large heavy containers and air conditioners for deployment. The MFH is designed for use in all hazards response and can be deployed in dirt/sand lots or other mediums. The need to remove items from inside the trailers and drive on these uneven, soft, muddy mediums requires specialize moving equipment. This item is designed to work in this environment. The item also will support the weight load for transport of our Deployable Oxygen Concentration System (DOCS) 500 Oxygen Concentrator, which is required for MFH patient care. This unit has a weight of 6,000+ lbs. HCA currently has no means to move these items in a needed response. Forklifts cannot meet the requirements and do not operate in the mediums described.

Upgrades - to be used for PHEP, Point of Dispensaries (POD)/MCM supplies and

HCA has eight MFH trailers. They need the ability to house heavy equipment, operate specialized medical equipment and work as an operations vehicle. The need for leveling capabilities and supporting hardware will support and strengthen preparedness capabilities, trainings and inside spaces during inclement weather. This item support PHEP, PODs/MCM. Expanding the needs of our 53’ Tractor Trailers.
Oxygen
Concentrator Booster, H cylinders, hoses, adapters and tools
Items needed that attach to DOCS 500 Oxygen Concentrators for building out an oxygen tank filling station. Currently, these systems only provide non pressurized oxygen flow for patient care. These units need the ability to provide high pressure to fill tanks. The need for this piece of equipment was built out for COVID-19, but this project would ensure that there is adequate oxygen available for our first responders, home health nurses, etc. at all times.
These Contracts do not currently include subcontractors or pass through to other providers. See Attachment E for Contract Summary Forms.
The Contractors' performances have been confirmed as at least satisfactory. HCA has verified there are no concerns that must be addressed with respect to Contractors’ ownerships/names, litigation status or conflicts with County interests. The Orange County Preference Policy is not applicable to these contract awards.
HCA requests that the Board approve the contracts with Southwest Material Handling dba Southwest Toyotalift, United Rentals (North America), Inc., TPTL Enterprises dba Premier Motorcoach Innovations and Pacific Consolidated Industries LLC, as referenced in the Recommended Actions.
FINANCIAL IMPACT:
Appropriations and revenue for these contracts are requested in Recommended Action #5 above for Fund 100: Budget Control 042 and Fund/Budget Control 13Z. Funding is 100 percent federal (Center for Disease Control Public Health Emergency Preparedness and Hospital Preparedness Program grants).
