RECOMMENDED ACTION(S):

 

 

1.

Adopt a Resolution to approve the Orange County Traffic Committee Report of June 12, 2025 – Item A and install all-way stop control on Saddle Way and Ivy Way/Cherry Court in Rancho Mission Viejo.

SUMMARY:

 

Adopting resolutions to install an all-way stop control on Saddle Way at Ivy Way/Cherry Court, establishing parking restrictions along Justice Center Way and approving the Orange County Traffic Committee Report to implement a Crossing Guard at the southwest corner of Bostonian Drive and Foster Road will improve pedestrian and traffic safety.

 

 

BACKGROUND INFORMATION:

 

At the June 12, 2025, Orange County Traffic Committee (Committee) meeting, the following items were agendized and discussed:

 

Item A - All-Way Stop Control

In March 2025, OC Public Works received three separate requests from residents concerning intersection safety at Saddle Way and Ivy Way/Cherry Court (Ivy/Cherry) in the Fifth Supervisorial District. In response, OC Public Works conducted an evaluation of the intersection to assess the feasibility of installing an all-way stop control.

 

According to the California Manual on Uniform Traffic Control Devices (Traffic Manual), an all-way stop control is appropriate at intersections with high pedestrian activity and/or limited sight distance. The intersection meets these criteria based on observed pedestrian activity, proximity to a nearby playground and anticipated future development in the area. Therefore, the installation of an all-way stop control is warranted.

 

The Committee reviewed the evaluation and recommended the installation of an all-way stop control at the Saddle Way and Ivy/Cherry intersection. The recommendation includes installing stop signs and in-road pavement markings, which would assign the right-of-way to the first vehicle to arrive at the intersection.

 

The Committee voted unanimously to approve the recommendation, with five members in favor and three members absent. The estimated cost for installing the stop signs and pavement markings is $500.

 

Item B - Crossing Guard Assignment

 

In April 2025, OC Public Works received a request from the Director of Safety and Student Services for Los Alamitos Unified School District to assign an additional adult crossing guard at the southeast corner of Foster Road and Bostonian Drive in the First Supervisorial District. In response, OC Public Works conducted a traffic study to evaluate whether the location meets the criteria for an adult crossing guard.

 

The evaluation included field observation, a review of collision history and analysis of pedestrian and vehicle volumes during peak school commute hours. During site visits, OC Public Works Traffic Engineering (OC Traffic) observed awkward and potentially unsafe interactions between vehicles and pedestrians. Specifically, the pedestrians were seen waiting within the crosswalk while right-turning vehicles encroached into the crosswalk area before entering the intersection. Collision records show one incident in 2023 involving a 13-year-old pedestrian who was struck by a southbound vehicle making a left turn from Foster Road onto Bostonian Drive.

 

The Traffic Manual outlines criteria for assigning adult crossing guards at stop-controlled intersections. Guards are considered desirable when: (1) at least 40 school pedestrians use the crossing during any two (not necessarily consecutive) hours of the school day; and (2) vehicle volume on undivided roadways of four or more lanes exceeds 500 vehicles per hour during school commute times.

 

Two-hour pedestrian volume counts recorded 36 pedestrians crossing the south leg of Foster Road and 62 pedestrians crossing the east leg of Bostonian Drive. One-hour peak vehicle volumes were 296 and 289 vehicles on the respective legs. While these figures do not meet the Traffic Manual’s specific thresholds for vehicle volume, both roadways are two-lane undivided roads.

 

Despite not fully meeting the numerical criteria, OC Traffic determined that the combination of high pedestrian activity, observed vehicle-pedestrian conflicts and recent collision history justifies the placement of an additional adult crossing guard at this location.

 

The Committee voted unanimously, with five members in favor and three members absent, to recommend assigning an adult crossing guard at the southeast corner of Foster Road and Bostonian Drive. The estimated annual cost for one crossing guard is $13,000.

 

The OC Sheriff-Coroner (OCSD) administers the County of Orange’s (County) crossing guard program and contracts out services to maintain coverage at all approved locations. Funding for crossing guards is provided through Proposition 172 funds. If additional funding is required, the OCSD will seek a contract amendment and return to the Board of Supervisors (Board) for consideration and approval.

 

Item C - Parking Restriction

 

OC Probation reported ongoing issues with unpermitted vehicles parking along Justice Center Way, in front of a facility housing critical utility systems, located in the Second Supervisorial District. These unauthorized vehicles create operational challenges by obstructing access to the building and forcing larger transport vehicles to maneuver into opposing lanes of traffic, creating a safety hazard.

 

To address these concerns, OC Probation submitted a request to implement parking restriction on Justice Center Way, east of Hospital Frontage Road. OC Traffic reviewed the request and supports the implementation of the restriction to improve access and operational safety in the area.

 

The Committee unanimously approved the recommendation, with five members in favor and three members absent. The estimated cost to install the necessary parking restriction signage and inroad pavement markings is $500.

 

Compliance with CEQA: The proposed project is categorically exempt (Class 1) from the provisions of CEQA pursuant to CEQA Guidelines Section 15301, because it consists of operation, maintenance and minor alteration of existing public facilities (streets), involving no expansion of existing use.

 

 

FINANCIAL IMPACT:

 

Appropriations for installation of stop signs at Saddle Way and Ivy/Cherry and parking restrictions at Justice Center Way are included in Fund 115, OC Road, FY 2025-2026 Budget.

 

The annual cost of $13,000 to assign an adult crossing guard at the southeast corner of Foster Road and Bostonian Drive will be funded through OCSD Proposition 172 funds.

 

Appropriations for the contract for crossing guards are included in Budget Control 060, OCSD, FY 2025-26 Budget and will be included in the budgeting process for future years. The contract contains language allowing OCSD to terminate the contract without penalty with cause or after 30 days of written notice without cause if funding is reduced and/or not available to continue funding the contract.
