SUMMARY:

 

Human Resource Services (HRS) requests establishment of a new job classification series for at-will staff reporting to the Board of Supervisors and other elected officials.  Current incumbents will be mapped to the appropriate classifications at their same rate of pay.

 

 

 

BACKGROUND INFORMATION:

 

Job classification specifications currently do not exist for the at-will classifications of Chief of Staff, Board of Supervisors; Executive Assistant; Executive Aide II; and Executive Aide I.  Establishing a new Board Office and Elected Official Staff classification series will serve to identify and document the general duties and responsibilities of these classifications, provide examples of work performed, and outline competencies and minimum education and experience requirements.

 

In regard to salary, all four job classifications are currently assigned to the same broad salary range of ML-A ($29,993 - $112,881/year).  It is best practice to establish separate pay ranges for each of the four job classifications that are commensurate with the level of complexity and scope of responsibility for each class.  The changes proposed for your Board's consideration are in alignment with equivalent internal classifications and will provide sufficient compensation to attract and retain competent staff for members of the Board and elected officials.  Additionally, selecting salary ranges that are currently used for equivalent internal classifications will allow for both elected official and County department staff to transfer between assignments in Board offices and the County bureaucracy.  This is a critical succession planning tool for the County as it will give managers and support personnel experience in multiple work environments.

Following establishment of the new Board Office and Elected Official Staff series, employees in current classifications will be mapped over to the new/adjusted salary ranges without a change in pay.  The Board will continue to have the flexibility to determine the number and level of the staff in their office, including the number of staff members they wish to hire at each classification level.  These assignments will remain at-will assignments.

 

The Orange County Merit Selection Rules will continue to apply as staff movement occurs between Board offices and County agency/department as per County policy which is attached as Attachment B.  Additionally, in terms of Board Offices selecting candidates, the Board will continue to have the option to fill positions in their offices using either the at-will selection process or the merit selection rules if they so choose.
