RECOMMENDED ACTION(S):

 

 

1.

Approve Contract with People Assisting the Homeless, for Rapid Rehousing Services for Individuals, for a term effective from September 15, 2022, through June 30, 2024, in an amount not to exceed $2,200,000.

 

2.

Approve Contract with Covenant House California for Rapid Rehousing Services for Transitional Aged Youth, for a term effective from September 15, 2022, through June 30, 2024, in an amount not to exceed $1,021,269.

 

3.

Approve Contract with Families Forward, for Rapid Rehousing Services for Families, for a term effective from September 15, 2022, through June 30, 2024, in an amount not to exceed $964,718.

 

4.

Pursuant to Contract Policy Manual Section 3.4-114, authorize the County Procurement Officer or Deputized designee to exercise a contingency contract cost increase, not to exceed a total of 10 percent of the contract amounts for the first year of the contracts, for the entire term of the Contracts, including renewals, and within the scope of work set forth in the contracts. The use of this contingency contract cost increase is subject to approval requirements established by the County Procurement Officer.

 

5.

Authorize the County Procurement Officer or Deputized designee to execute the Contracts as referenced in the Recommended Actions.

 

 

 

 

SUMMARY:

 

Approval of the Contracts for Rapid Rehousing Services will provide individuals, families and transitional aged youth experiencing homelessness with rapid rehousing services to secure permanent housing and assist them in achieving housing stability.

 

 

 

BACKGROUND INFORMATION:

 

The County of Orange’s (County) Office of Care Coordination, in collaboration with the Orange County Continuum of Care (CoC) Board, serves as the administrative entity for the Homeless Housing, Assistance and Prevention (HHAP) Program for the Orange County CoC. The HHAP Program provides local jurisdictions with funds to support regional coordination, the development of a unified response to homelessness and funding to continue the efforts to end homelessness through permanent housing and supportive services informed by best-practices.

 

On March 23, 2022, the Orange County CoC Board approved the recommendation to issue Request for Proposals (RFP) for Rapid Rehousing Services to be funded with HHAP.

 

On April 5, 2022, the Health Care Agency (HCA), on behalf of the Office of Care Coordination issued an RFP to seek qualified providers for Rapid Rehousing Services to assist individuals, families and transitional aged youth experiencing homelessness in Orange County to obtain permanent affordable housing quickly, increase self-sufficiency and achieve long-term housing stability. There were 11 respondents to the Rapid Rehousing Services RFP. An evaluation panel consisting of one HCA representative and two non-HCA representatives evaluated the proposals and recommended award of contracts to People Assisting the Homeless (PATH), Covenant House California and Families Forward. The County’s Office of Care Coordination has completed successful negotiations with the providers and recommends award of contracts to PATH, Covenant House California and Families Forward.

 

Effective July 1, 2022, the Office of Care Coordination transitioned from HCA to the County Executive Office (CEO).

 

The CEO staff have conducted due diligence on the providers. See table below regarding reference checks for each provider.

PATH provides a full range of homeless services centered on housing people experiencing or at risk of homelessness and providing them with the resources and support to move into their own homes. PATH has been a leader in effectively and efficiently serving the most vulnerable in our communities, beginning in Los Angeles in 1984. Since then, PATH has grown to also serve the Counties of Orange, Sacramento, San Diego, Santa Barbara and Santa Clara, and become one of California’s largest homeless services agencies. PATH’s rapid rehousing programs work to address the complex circumstances of each individual and help them navigate systems and services to achieve self-sufficiency. PATH currently operates the Placentia Navigation Center, the Yale Navigation Center and the COVID-19 Rapid Rehousing Services in Orange County.

 

Covenant House California is a nonprofit leader in the provision of low-barrier emergency shelter and permanent housing solutions for youth between the ages of 18 to 24 who are experiencing homelessness. Covenant House California operates more than 40 government-funded programs across California. Covenant House California current operates the Safe Haven, an emergency shelter program with a 25-bed capacity in Anaheim and supported with the implementation of the youth-focused effort of the 2022 Point In Time Count.

 

Families Forward is a non-profit service provider whose mission is to prevent and end family homelessness by providing access to housing and resources that create lasting stability. Families Forward works with families to find realistic solutions for sustainable housing and build individualized plans to return each family to self-sufficiency and operates several rapid rehousing programs to further these efforts.

 

Scope of Services:

Rapid Rehousing Services will assist households experiencing literal homelessness, either sheltered or those living in a place not meant for human habitation, and transition into permanent housing. These Rapid Rehousing Services will provide up to 24 months of assistance to households looking to secure permanent housing and provide housing stabilization services to support housing retention. Rapid Rehousing Services will at a minimum include intake and assessment, housing-focused case management, financial assistance, housing stabilization and supportive services. Each provider has a specific target population and number of households to be served, outlined in the table below.

Program Outcomes:

The outcome measures for Rapid Rehousing Services are detailed below:

 

·         100 percent of Participants will have an Individualized Housing and Service Plan within 30 calendar days of program enrollment.

·         At minimum, 50 percent of Participants will secure permanent housing within 90 days of enrollment in the Program.

·         Of Participants that exit the program, 85 percent of participants exit to a permanent housing destination.

·         At minimum, 45 percent of Participants will have a higher income than at program entry due to employment and or mainstream benefits.

 

The Orange County CoC Board approved the recommended providers to receive HHAP Round 1 and 3 funding for the provision of Rapid Rehousing Services at the July 12, 2022, special meeting of the Orange County CoC Board.

 

These Contracts do not currently include subcontractors or pass through to other providers. See Attachment E for the Contract Summary Forms. The Orange County Preference Policy is not applicable to this Contract award.

 

CEO requests the Board approve the Contracts with PATH, Covenant House California, and Families Forward as referenced in the Recommended Actions above. Approval of these Contracts will support the County’s effort to build a responsive System of Care that meets the needs of different segments of the homeless population in achieving housing stability. Additionally, it will provide continuous access to rapid rehousing services as those previously funded through the Coronavirus Aid, Relief, and Economic Security (CARES) Act are coming to an end.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for these contracts are included in Budget Control 017 FY 2022-23 Budget and will be included in the budgeting process for future years.

 

The proposed Contracts include a provision stating the Contracts are subject to and contingent upon, applicable budgetary appropriations approved by the Board for each fiscal year during the term of these Contracts. If such appropriations are not approved, these Contracts may be immediately terminated without penalty to the County.
