RECOMMENDED ACTION(S):

 

 

1.

Approve Amendment No. 1 to the Contract with Waymakers for provision of Transitional Age Youth Crisis Residential Services, increasing  amount not to exceed by $1,570,226, for a revised amount not to exceed $4,105,640 for the term of July 1, 2022, through June 30, 2024, for a revised cumulative contract amount not to exceed $5,373,347.

 

2.

 Authorize the County Procurement Officer or Deputized designee to execute Amendment No. 1 to the Contract with Waymakers, as referenced in the Recommended Action above.

 

 

 

 

SUMMARY:

 

Approval of Amendment No. 1 to the Contract with Waymakers for provision of Transitional Age Youth Crisis Residential Services will allow for continued crisis residential services to transitional age youth to assist in resolving their mental health crisis and to facilitate a return to community and/or independent housing.

 

 

 

BACKGROUND INFORMATION:

 

On May 25, 2021, your Honorable Board of Supervisors (Board) approved the selection of and Contract with Waymakers for provision of Transitional Age Youth (TAY) Crisis Residential Services. The proposed Amendment will allow the provider to increase salaries of existing staff for the program to stay competitive in the current marketplace and to add psychiatric services. The Orange County Preference Policy is not applicable to this contract as the provider is a not-for-profit organization.

 

Scope of Services

The TAY Crisis Residential Program’s (CRP) goal is to help prepare clients, who have experienced a recent crisis event, to reintegrate into their home and the community. Services are voluntary and provided in a non-institutional setting for TAY, ages 18 through 25. These TAY are at risk for inpatient hospitalization but do not meet criteria for inpatient psychiatric services. The TAY CRP program provides stabilization of a crisis event for TAY who require increased treatment and stabilization prior to returning to their home and community supports. The program coordinates services with community providers to link them to ongoing services and support. Referrals for the CRP come from full-service partnership programs, crisis stabilization units, emergency departments and the Crisis Assessment Team.

 

The TAY CRP will provide a total of six beds at one location in the city of Tustin. The program provides CRP services for a duration of up to three weeks. During a TAY’s stay, the goal is to build their resiliency in collaboration with the family/support system to provide a smooth transition home and to a lower level of care. In this setting, clients receive assessment, crisis intervention, psychiatric evaluation and mental health services, including individual and group therapy and targeted case management focused on linkage with ongoing less restrictive levels of service and care. The program provides 24 hours a day, seven days per week staffing, education, group activities, transportation and co-occurring disorder services.

 

Performance Outcomes

The goal of the program is to demonstrate a less than 25 percent hospitalization rate 60 days post discharge. The program, during fiscal year 2020-21 was operating at half capacity which led to a decrease in the total number of persons served. This decrease in capacity was a result of the COVID-19 public health emergency. The program outcomes for the previous contract for FY 2019-20 and FY 2020-21 are as follows:

The Contractor's performance has been confirmed as satisfactory. HCA has verified there are no concerns that must be addressed with respect to Contractor‘s ownership/name, litigation status or conflicts with County interests.

 

HCA requests that the Board approve Amendment No. 1 with Waymakers for provision of Transitional Age Youth Crisis Residential Services, as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Amendment are included in Budget Control 042 FY 2022-23 Budget and will be included in the budgeting process for future years.

 

The proposed Contract includes provisions allowing HCA to terminate the Contract, reduce the level of services, and/or renegotiate the levels of services provided, as necessary. This includes a notice that allows HCA adequate time to transition or terminate services to clients, if necessary.
